Medium,small and micro-size enterprises are playing an important role in the development of economy and society in China.However,the vocational capability of its staff have been incapacitated from further improvement because of external conditions such as the limitation of the scale and the finance of the enterprise,which resulted in high cost of the training,incomplete training systems and trainings suffering from rigid and boring models.They are hindering the ability of the enterprise to explore talents and pursue further development.For the past years,the Shanghai municipal government has issued a series of supportive policies on vocational trainings to further improve the support and service for the staff of the medium,small and micro-size enterprises,aiming at enhancing the human capital of the enterprises and its overall strength.This paper conducts inductions by using research methods such as literature and policy text review,field survey and questionnaires on the current situation of vocational training in Xuhui District,namely uncertain training needs,rigid and boring training models,unreasonable curriculums,poor environment of the training achievement transformation and inadequate supervision of the training process.In view of these problems,the government has launched a series of support policies for vocational skills training of enterprise workers in recent years such as setting up special funds to subsidize enterprise training expenses and building of the vocational skills training public service platform for the medium,small and micro-size enterprises that lack training resources.This paper argues the importance and the necessity of the government's constant policy adjustments,improvements and upgrades to gradually establishing a training system for skilled talents that enjoys government promotion and social support with the enterprise as its mainstay.As the same time,through the analysis of the policy implementation effects in Xuhui District,it reveals the biases between the policy effect and the expectation,incomplete policy supporting mechanism,unreasonable operating procedures,ineffective policy advocacy and guidance and some other issues needing improvement and like these above.In addition,This paper summarizes and sums up the useful experience of American and Japanese governments in promoting the implementation of skills training policies for medium,small and micro-size enterprises and puts forward some suggestions such as increasing the policy propaganda,Reasonable allocation of high-quality resources,adjustment of training management methods,improving policy design.It has certain reference and guidance significance for Shanghai government to further promote the implementation effect of vocational skills training support policy for medium,small and micro-size enterprise employees.
