Globalization deeply influences all walks of life,such as politics,economy,culture,social life and so forth.It also provides new opportunities for the development of national education systems in pursuit of quality and equity.Education has now been gradually integrated into a multidimensional framework of global governance.The Organization for Economic Cooperation and Development(OECD)plays an important role in global education governance through various education policy activities,such as the Indicators of Education Systems(INES),the annual report Education at a Glance,and massive international assessments exemplified by the Programme for International Student Assessment(PISA).All of these education policies have a profound impact on the development of national education policies and education reforms.Taking the value orientation of OECD's education policies as breakthrough,this study first divides the development of OECD's education function into four stages historically,and makes a descriptive analysis of the monumental policy activities and policy priorities of each stage.It can be seen that,influenced by the political and economic conditions in different periods,different value orientations manifested in OECD's education policies.Furthermore,the features of the value orientations are summarized in four categories,that is,policy objectives,contents,implementation and mechanism.And taking PISA as a case study explores the principles and pursuits hidden behind these policies which might be easily overlooked.The study of the value orientation of education policies is to excavate the fundamental norms and internal value guidance of the existence and operation of policy activities.This study attempts to clarify the value orientations of OECD's education policies,explore the underlying theories,logic,preference and interests in the whole process of policy making and implementation.By taking a whole picture of the influencing factors,mechanism,debates and dilemmas,an objective and rational understanding of OECD's education policies is conducive to the advancement of China's education.
