How to assess whether the students have acquired the abilities has become a very important project in the whole world. Comparative research on international education can provide more ideas for educational policy, reform of education curricula, disciplinary teaching and learning. PISA (Programme for International Student Assessment) is one of the most famous assessments that can explain the students' achievement and it is the most comprehensively systematic project of the education test and assessment in the globe. According to the background, frameworks and contents of PISA, this dissertation analyzes the problem solving in PISA deeply. Through the assessment of Shanghai students' problem solving abilities and analysis of the present status in Chinese basic education, it discusses the influencing factors and implication of problem solving in PISA.Multiple-methods are adopted in this dissertation, including documentary searches, test method, questionnaire method, statistics method, and comparative method. The test and analysis is based on the test items of problem solving and questionnaire in PISA. A survey of 92 samples who are at the average age of 14 was carried out.The assessment frameworks are scientific, its items are flexible, its process is canonical, and its results are comparable, reliable, so it can provide a systematical assessment for the problem solving abilities of the students. This dissertation gathers the students' performance and the background information affecting students' performance. PISA has done very significant exploration, and it will be very helpful for our reform in educational assessment.
