Study On The Optimization Of Spatio-land Pattern In Wufeng, Hubei Province Based On The Restricted Development Areas

In 2011,Nationwide Major Function Oriented Zoning(MFOZ)Planning has been released and our geographical space is divided into optimized development areas,the key development areas,the restricted development areas and the prohibited development area by the planning.This has far-reaching strategic significance for promoting the rational pattern’s formation of population,economy,resources and environment.What’s more this planning also has benefit for accelerating the transformation of economic development mode and promoting stable and rapid economic development as well as maintaining social harmony and stability,which is a long-term goal of building a moderately prosperous society and realizing modernization.The restricted development areas is an important type of the major function oriented zoning,which occupies a large proportion of the national level and provincial level in the main function zoning.And so it is the most difficult and the largest region of coordinating the development and ecological protection as well as agricultural production.So,the study on spatio-land optimization in the restricted development areas has great theoretical and practical significance for coordinating economic development and ecological protection in the restricted development areas.The lack of relevant theoretical research and further subdivision study and also the research scale is too large in the restricted development areas.Especially the study vacancies are still exist on combing the restricted development areas with optimizing spatial development pattern.In addition,space optimization is mainly concentrated in urban land’s optimization with practical cases.Further,the research scale is too large and focuses on macro level.In view of all above situation,the paper takes Wufeng County for an example and selects village as the basic research units,aiming at optimizing geographical space pattern of restricted development areas in a reasonable way.According to the existing theoretical and empirical research,Wufeng is subdivided into strong restrictions,medium restrictions,low restrictions on the basis of resource and environmental constraints,existing development density and future development potential of the three evaluation system combing with differences of natural environment and the level of socio-economic development,which apply modern scientific methods,investigation and consultation into the subdivision.And then the study delimits the space development-control circumscription of production,life,and ecology,optimizing"Sansei" spatial pattern.The results includes:(1)The restricted development areas is subdivided into three types:strong restrictions,medium restrictions,low restrictions:all the 110 villages in Wufeng is subdivided into 16 low restrictions,36 medium restrictions,56 strong restrictions and 2 prohibited restrictions;(2)Establish the spatial pattern of production,life and ecology,development-oriented and optimization measures in different functional areas in order to regulate the allocation of spatio-land resources and improve the efficiency of village construction as well as build agricultural development pattern with reason.Similarly,it can ensure mountain ecological balance and shape a good production,life and ecology space,realizing the spatial pattern optimization in the restricted development areas finally.This has great practical significance for promoting the construction of ecological civilization and sustainable development in the county.
