After the Establishment of Hainan Province and special economic zone, The Construction of International Tourism Island and the Strategy of21st Century Maritime Silk Road has provided great historical opportunities for Hainan again. The major cities in Hainan Province, Haikou City and Sanya City, which are strategic fulcrums for maritime cooperation, have entered a critical rising stage for city development and increased theirs comprehensive strength significantly. No matter tourism industry or economic trade needs protection should be ensured by powerful urban traffic accessibility. Comparing with advanced tourism or economic hub cities at home and abroad, urban traffic management in Hainan lags behind relatively, especially in soft environment of urban traffic management. In the current circumstances, urban traffic development in Hainan depends more deeply on soft environment of urban traffic management.Constructing soft environment is of great realistic significance, which abstracts many researches and investigations in different social management fields. Based on relative mature theories on soft environment, this article summarizes connotation, characteristics and factors of soft environment of urban traffic management. Soft environment of urban traffic management, including political environment, economic environment, socio-cultural environment, technologic environment, traffic demands and so on, has distinct characteristics of ethics, consciousness, intelligence, ecology, concatenation and functions of peace and harmony, criterion and restriction, harmonic traffic. And its essence is "people oriented". Soft environment of urban traffic management is a dynamic environment system, which means that the good soft environment motivates seeking advantages and avoiding disadvantages, while the bad soft environment causes restrictions and damages. In order to strengthen the foundation of soft environment, the construction of favorable soft environment of urban traffic management is a long-term systematic project, which should focus on innovation of government traffic management, intelligent transport system, the building of traffic public morality and soft investment of urban traffic management and complete support system. At the same time, key partial environment construction should be attached importance to:setting up working mechanism of traffic management; improving the service quality of traffic management and convenient strategies for people; completing urban transportation modes and developing multilevel transportation system; stimulating public participation; opening up the channels for information communication and financing, and advancing market operation of urban traffic management.
