Urban transportation is an important indicator to measure the public management level of a region, the primary microcosm revealing the liability of a city and the essential factor affecting the quality of city for residents. As economic develops, the level of urbanization improves increasingly. Under this background, traffic congestion problem begin to spread in cities of different sizes in our country, which restricts urban development and the improvement of living standard. Therefore, it becomes an inevitable issue for the public administration to solve the problem of urban traffic environment.In order to ease urban traffic congestion, scholars around the world made intensive research and carried out various governance models of traffic congestion such as increasing traffic supply, strengthening traffic demand management, promoting sustainable development of urban transport and improving the institution. They achieved great success and obtain a wealth of experience. Since the1990s, China has also carried out exploitation and practice in the field of traffic jams governance, and made certain achievement. However, for the reason that our research started late and was attracted by public management system, Chinese urban transport sector has single governance body and low participation of social organization and public. As a result, the governance effect is generally unsatisfactory. In addition, China lacks a comprehensive study on governance body, management model and approaches. Given this, combined with this paper, experience in congestion management, according to the collaborative governance theory emerging in the field of public management research in our country in recent years, probes into the governance of urban traffic jams under the collaborative governance horizon for enriching the theory and the dimension of transport governance. In theory, the paper choose collaborative governance and breaks the traditional views on the routine research on traffic jams governance such as traffic demand management transport planning mode and adjustment of economic leverage. It briefly describes the connotation of synergetic governance theory---on public manag-ment,the originally closed subsystem namely public administration,social organization and the publican,and constitutes an open and integrated system.On the basis of this theory,the paper presents that collaborative governance is the inevitable choice.It analyzes its differences from traditional urban transport governance in three points of view,namely, body diversity,authority variety and system integrity.Besides,it generalizes the changes of government concept and functions,builds an cooperative management system to raise people’s awareness and abilities to involve in settling the issue. In practice,most of former samples of traffic jam governance were chosed from economically developed cities "Beijing,Shanghai and Guangzhou".However,the article takes Nanning as sample,adding the content in the field of traffic congestion management in small and medium-sized cities in china.According to related demarcation,the text summarizes the traffic jam in Nanning city from three aspects,namely,congestion cycle,space and mixed angle.It dissects the causes such as management system,governing subject,planning and construction.Finally,from the perspective of collaborative governance body’s responsibilities delineation as well as realization path,it comes up with the transformation of government functions establishes participation mode of collaborative governance, conducts reform of management system,the "Big Traffic" as well as formulates reasonable transport planning for the purpose of making great effort to developing public transportation and promoting traffic informatization construction.We should carry out safeguard measures,such as the traffic demand management, to further deepen the practical guiding significance of the paper.The conclusion of this paper is that traditional methods are no longer suitable in solving urban traffic jam, but cooperative governance would be a good choice. The cooperative governance is based on constructing a model of government leading, multiple subjects cooperating. The key lays in defining clearly role and responsibilities of every subject, developing joining approaches and avenues. Intensive urban traffic planning and construction thoughts should be adopted, of which the core is developing public transportation. Meanwhile, it is necessary to improve citizens’quality of civilization. Both theories and practice research are novel.
