With the rapid development of manufacturing in China, production organization is facing new challenges and new opportunities. Customer demand is gradually increasing and product life cycles continue shortening. Because of being unable to respond quickly to market conditions and demand, the traditional Make-to-Stock is being replaced by a new mode of production named MTO which has the following properties: Customer oriented, multi-varieties and small batch, the short delivery time, pierce industrial competition and the decreasing profit margin. And this will cause the pressure of the manufacturing transformation. So how to speed up research and development capabilities, how to shorten the production cycle, how to reduce production costs and how to outperform in the same industry competition, are becoming an urgent problem.PCB industry reflects the typical MTO production features. The ability of receiving orders and orders varieties even becomes a measure of business capacity. How to strengthen R&D and accelerate the manufacturing cycle to realize the fast delivery, is the key to business survival. In this paper, a PCB manufacturer in Guangzhou has been mentioned for the study, combined with theoretical ideas of WLC, in order to focus on order business rules, business process improvement and the planning construction for production control system. This paper comprehensively sorts order management rules, deeply analyzes current technological capacity of the factory equipment, using the basic concept of load oriented manufacturing control to build an architecture of workload evaluation and order review and release on bottleneck, and on this basis, according to the characteristics of the work load control close-loop feedback, find a way to maximize the profit and even balance various categories of orders on mixed flow path.Under the background of the actual case of PCB industry, this paper proposed some methods of the business process of order receiving and release according to production planning and control theory and finally verified the following questions by the system modeling and simulation: 1, at different levels(orders ending stocks of key process) of WLC and in the environment of corresponding rules of orders, the statistical throughput time of the production system; 2, Urgent order receiving capacity/dispatch control rules and the experiment of delivery support capability analysis; 3, the workload morm setting of each key process path under different order mix. Finally, according to the simulation results, we can decide the key variables of the practical implementation process, shorten the manufacturing cycle, improve capacity, quickly respond to internal and external changes in the environment and enhance market competitiveness, which will lay a good foundation for the improvement of enterprise profitability and production organization means and planning control strategy.
