China is a large country with a population of more than 1.3 billion. The fact that people are more while land is less is indisputable. Wanting to firmly grasp the land in their hands must attach great importance to the "three rural" issue, so how to deal with the problems about farmers, agriculture, and rural work properly is worth studying and discussing. Especially more important issue is about land. People depend on land, where they breed, eat, and drink. so the land is directly related to the stomach, hunger and thirst of more than 1.3 billion. Human beings can not survive and develop without land. Whether in the life of the peasants or agricultural development, contributions land makes are enormous.Using theoretical analysis, empirical analysis, system analysis, static and dynamic analysis, as well as abstract thinking, this paper does a lot of research and makes deep analyses. It also applies the research of property rights and land rent theory as the core theory guide. Based on the rural land contract management rights in Yangxin County, Huangshi County as a starting point and a thorough analysis, the paper concludes the factors from which the role of rural land contract management rights result, ultimately, to reflect the entire rural areas in the land contract management transfer issue. In addition, this paper has put forward some measures which can improve the market in transferring land contract and management rights and are conducive to the Countermeasures of land contracted management right circulation of sound and rapid development of land, eventually hoping these measures can make the modest contributions to the countryside land contracting right of management circulation system. The survey shows:Yangxin County land contracting right of management circulation were moving towards the new height both in scope and field, and what is most gratifying is that local land transfer speed also has entered the fast lane. However it is obvious that there are lots of problems about the local land contracting right of management circulation vulnerabilities in the program specification and it is still lack of a unified standard. For example, in most cases, among the farmers and the village households in the vicinity, the occurrence of land transfer contract is less in this relationship. The most form is through oral agreement. The circulation of the contracted management right of land is the main form of land contracting, although there are still some differences in various regions. But the differences have little to do with the economic development of a region and there is no significant difference between economic developed regions and economic less developed areas. We believe that there is a need to take some necessary measures to promote the perfection of the land contracting right of management circulation system, including but not limited to:strengthening government policy guidelines and norms, improving the service mechanism of land circulation, development of various rural land circulation pattern and mode, cultivating rural land circulation subject, and improving the local social security system etc.There is on doubt that the implementation of these policies and measures will play a positive role to improve the rural land contracting right of management circulation system, and in theory and practice for the development of the countryside land, contracting right of management circulation work has laid a good foundation.
