BGovernment As A Catalyst:Administrative Behavior Research On The Professional Development Of Domestic Workers

With the development of our country's economy, progress of the age and constant rising of Gross National Product, the national living standard has moved into a new stage, and the domestic industry has developed rapidly. Therefore, the whole society demands more and higher professional domestic workers.However, domestic industry is just at the beginning of the professionalization in our country, and the occupational development of domestic workers is also in primary stage. The government's administrative actions can not effectively push the development of the occupation of domestic workers. The government should play the role of a helmsman, and broadly operate the rudder by legislation, supervision and financial support. Government should function as a catalyst, and mobilize all forces to promote Professionalization of domestic workers.The logical frame of the thesis can be divided into the following five chapters:Part one is the introduction about catalytically function of government, professionalization of domestic industry, and government actions. It explains the concept of new public management theory and demonstrates the connection between the new public management theory and research subject of my thesis. It also illustrates the feasibility of choosing this theory as the research tool in this paper.Part two mainly reveals the current situation of government's administrative actions in the process of domestic workers'professionalization. Respectively are:(1) related government policies; (2) professional training in Wuhan, Xi'an, Beijing, and Guangzhou; (3) occupational criterion of domestic industry; (4) government's support for the social organizations.Part three mainly applies qualitative and quantitative method on the investigation contents and data analysis to state the problems of domestic workers'occupation caused by the government intervention and analyse the reason of that.Part four is specific recommendations Suggestions and measures are:(l) macro-control by the government.(2) market orientation more catalysis and less interference by the government. (3) guided by the society, and cultivate and rely on social organizations.Part five is the whole-length summary and outlook of the paper. Hope it can give suggestions to promote the shift of government's administrative actions and develop the professionalization of domestic industry.Follows are the innovations of this paper:First is the innovation of perspective, and few researchers have studied domestic workers' professional development.Second is the innovation of method. The thesis applies empirical research, using large quantities of survey data and depth interviews to strengthen the credibility of the research.
