As a traditional agricultural country, China's three issues of agriculture, the countryside and farmers is a major issue related to the overall development of China's national economy. To accelerate the pace of agricultural modernization, to promote agricultural upgrading, promote sustainable and stable development of agriculture, and thus promote the three issues of agriculture, the countryside and farmers solving is of great significance.Government has played an important leading role in the process of the development of agricultural modernization. For a long time, the government of our country mostly adopted the practice of giving and giving support to the rural areas, but the work is very deficient in stimulating the potential of agriculture and the farmers themselves. To "giving" as the representative of the administrative promote agricultural modernization development, although in the short term to quickly improve the agricultural production conditions, but also inevitably produced some negative effects: Government in agricultural development plays a leading role, and to a certain extent, become the main body of the recessive, this makes the farmers in agricultural development can only living in a subordinate position, lack of independent behavior, thus unable to inspire the innovation potential of agricultural development, can not really become the main force in the development of agricultural modernization.Since the "18th National Congress of the Communist Party of China", our party positive innovation idea of agricultural development, proposed in “the 13 th Five-year Plan”: we want to solve three issues of agriculture, the countryside and farmers with the new concept of development, improving of agriculture and rural development advantages, intensify agricultural innovation driven. These policies provide a template for the innovation of China's agricultural development mode, marking China's agricultural and rural development has entered a new stage.This paper takes Zaozhuang city as an example, summarizes the government in promoting the achievement obtained in the process of agricultural modernization, and summed up the problems produced in the process of agricultural modernization development, mainly the following several points: the first is a serious shortage of funds; second, restricting the base construction; the third is the low level of industrialization; the fourth is leading enterprise ability is weak; the fifth is the quality of workers is not high; the sixth is lack of quality and safety testing. This paper aimed at the development of the modern agriculture problem, with new ideas and new policy of Central Committee of the CPC in the new period as the direction, combined with other analysis of a large number of documents, summed up the following suggestions: the first is to promote the rational allocation of resources, including financial resources to play a supporting role, optimize the utilization and activate the rural the human resource elements of land resources; the second is to promote the development of the agricultural market, including the market, land circulation construction promote the citizenization of farmers and improve the agricultural market; the third is to promote the development of the agricultural organizations, including efforts to foster the positive development of agricultural cooperatives and agricultural enterprises, agricultural support; the fourth is to optimize the agriculture policy tools, including the optimization of normative policy tools, optimizing the incentive policy instruments and optimize other policy tools. This paper puts forward the relevant government function, which is to provide some feasible suggestions for the development of agricultural modernization in China.
