Agriculture is the foundation of the national economy, and plays an important role in the national macro economic distribution.there are a lot of bad phenomena in the development of agriculture in our country at present:in recent years, China's grain output, inventory,import volume all increase;high cost of production of agricultural products led to increasing farmers' income;part of the structural surplus of agricultural products.such as serious.these phenomena reflect the current problems faced by the supply side of agricultural areas in China.The government has always attached great importance to the issue of agricultural development in China, and the Central Document No.1 in 12 consecutive years is a question concerning agriculture, rural areas and farmers ",this year's "Central Document No.1" clearly put forward the reform of agricultural supply side.this article is in this case put forward agriculture based on the perspective of supply side capacity to excess countermeasure research, is in line with the background of the structural contradictions in the agricultural field, has a strong practical significance.now the scholars from the supply side to study the problem of agricultural areas is still less,the concept of excess capacity is also often used in the industrial field and less research in the field of agriculture, there is a strong theoretical and practical value.This paper is based on the theory of industrial structure, industrial organization, new supply economics and so on,with the method of literature review, static research and dynamic research, the method of history and logic.specific application of SCP paradigm, industrial structure adjustment and other analysis techniques,firstly, the current situation of China's agricultural supply side was analyzed, and the existing problems were found.then based on the SCP paradigm, industrial structure theory and other related economic theories,to reveal the specific reasons for the industrial organization and industrial structure of agriculture in our country.in order to realize the agricultural industry to excess capacity and rational and efficient use of agricultural production capacity and effectively increase the income of farmers in the supply side of the reform objectives.needs to carry on the adjustment of the industrial organization mode and the industrial structure change from the agricultural supply side end, and is supplemented by a series of other series of supporting methods,on the basis of the above, this paper gives some suggestions on the basis of the specific situation of China's agricultural development.
