| The year 2015 was called ’the Climate Year’.The climate conference in Paris occupied the front pages of the global diplomacy in December,2015.Since the first global climate conference held in Geneva,Switzerland in 1979,global climate issue had no longer been a singly ecological issue.The success of the Paris conference suggests that the climate change has been the global issue which attracts the whole world’s focus as well.The 195 attending countries signed the Paris Convention which means the fruit of victory of the global climate diplomacy.Since the big-three mechanisms of exchange in the Kyoto Protocol,the fight of carbon emission rights becomes the core issue in the climate negotiation.And the global climate diplomacy has a wider view,which can be considered as the inter-related diplomatic area of ecology,politics and economy.Nowadays,the Green Finance rises gradually.The global financial capitals all cast their sights on this area with low risk but high profit.The vice president of Deutsche Bank Group,CaioKoch-Weser said,the 2016 will be the ’Year of the Green Finance’ in this planet.The G20 announcements released in the February,2016,also mentioned the green finance for the first time and proposed an active plan for organizing research groups of the green finance.The international capitals simmer below the surface to re-establish a new global climate structure through the construction of the system of international carbon finance.The current situation is the key time for the transition of Chinese diplomacy,the open gate of the international carbon finance offers an opportunity.The EU,the U.S.A and many developing countries are gaming actively on the market construction of carbon trade.In the beginning of 2016,Chinese government proposed the concept of the system of Chinese green finance and made it clear that in the third quarter of 2017,China will initiate its goals in the carbon trade market.All the provinces prepare actively for this distribution of the amount of carbon emission.As the greatest carbon emission country,it bears profound meaning for our country to figure out the new situations of climate diplomacy and grasp better the opportunities on construction and perfection of the carbon trade market.Therefore,this thesis,from the perspective of the construction on the international carbon finance system,employs literature research method,qualitative method,quantitative method,historical analysis,empirical analysis and interdisciplinary method to analyze the Chinese climate diplomacy comprehensively.This research uses historical analysis to illustrate the following three principal questions:Firstly,how to understand the relationship of Chinese climate diplomacy,national security and national interests under the carbon finance system?Based on the relevant theories of the international relation and international political economy,it analyzes the importance of the climate diplomacy under the carbon finance system.With qualitative and quantitative methods,historical analysis and empirical analysis methods,this thesis analyzes the current situation of the international climate diplomacy under the current carbon finance system in order to understand the rules of the carbon finance market and the influences upon the international climate diplomacy.Secondly,this thesis analyzes the role and position of Chinese climate diplomacy under the carbon finance system.It analyzes the current development of international carbon finance and climate diplomacy to figure out the advantages of Chinese climate diplomacy under the current system and opportunities and challenges China is facing to.Thirdly,this thesis proposes some political suggestions about the way China deals with the international carbon finance system.The international carbon finance is the future battlefield of the countries around the world.How to make the construction of the carbon finance system and supportive policy system to deal with it for China is another main question of this thesis. |
