century capital" of China.First of all,through the literature comparison method,the analysis of the previous research results,to find the breakthrough point,so as to get rid of the new.Through the study of domestic and foreign scholars,research to find out the starting point;through the comparative study of "capital" and the twenty-first Century "capital",to find out the similarities and differences between the two studies,theoretical innovation;through the study of the nature of the state-owned enterprises,find out the existing framework and the framework of the fair efficiency problem;secondly,this paper also using the empirical research methods of history,through the historical research on the income distribution China development,and historical research on the development
