Research On The Regulating Of Deyang Express Delivery Industry

Since the late 20 th century, benefited from the prosperity and development of economic and the establishment of electronic business platform leading by Alibaba, China's express delivery industry has experienced a “leapfrog development”. Uncoincidentally, the institutional setups and support mechanisms of the express industry are way behind in the development. Consequently, numerous regulatory issues and security issues arise one after another. This paper analyzes the development and regulatory status of the local express industry in Deyang city at the viewpoint of the Deyang Postal Administration Bureau, as one of the main local regulation party in Deyang city. The aim is to discover feasible countermeasures for improving the regulation of Deyang express industry, which can also be referred for the express industry in other areas below the provincial level.This paper analyzes the development status of Deyang express industry and discovers the facts that the enterprises are large in quantity, small in scale, scattered, under extensive management; the development is regional unbalanced, the infrastructure is weak; the operations are not standardized and the operation environment is undesired. However, established in November 2012, the of supervision of the Deyang Postal Administration Bureau during the last 3 years was weak, by single means, insufficient and lacking of supporting form community. By understanding the advanced regulation experiences of the express industry in developed countries like US, Japan, Germany and learning the practical experiences from the postal administration bureaus of some other cities and states, the author argues that the improvement of Deyang express industry not only requires the related laws and regulations to be fulfilled and refined by the government, but also requires the law enforcement ranks to be strengthened, the supervision ability to be improved by means of modern technologies, informatization technologies and the stable development of Deyang express industry to be ensured ultimately.
