On The Countermeasures For Fuling's Building Itself A New Leading Developmental Urban Of Chongqing

In September 2013,Chongqing formulated the development strategy of five major functional areas,divided the whole city into five section:urban core area(area within the"First Ring"),urban functional expansion area(area between the First Ring the Second Ring region),urban new development zone(area outside the Second Ring but adjacent to Chengdu),ecological conservation development zone of northeast Chongqing(Three Gorges Reservoir Area)and Ecological protection zone of southeast Chongqing.There are 12 counties and districts and 2 economic development zones are clumped into Ecological protection zone,with the aim to building Fuling into a“Comprehensive industrial base","Regional integrated transport hub" and "Regional Education Center,medical center,and emergency center",which shows Fuling the main direction for future development.A scientific plan and decision will help Fuling to detour less and cost less.Urban new development zone is a component part of city construction,to develop and construct the urban new development zone is one of the important means to raise the overall strength of the city.However,to explore city development zone is still at initial stage,without any formed perfect mature methods or measures.Under such circumstance,how to develop urban new development zone has become the important content in the research field of the city development in our country.This paper introduces the development history of urban new district and the basic situation,typical case analysis about urban district construction at home and abroad,construction current situation and problem about Fuling's urban new development zone construction.Combined with Chongqing's "five functional areas" development strategy under the scholars on the discussion of the concept of urban development zone construction,proposes the path and method of building Fuling into urban new development zone.To begin with,giving Fuling a clear construction orientation and a scientific construction planning;secondly,attaching importance to economic development and promoting the economic development sustainably;thirdly,building urban culture construction,increasing investment in education career;Fourth is to enhance medical and health care and to safeguard social live hood of people.The last one is to innovate system construction so as to improve the efficiency of service.
