Study On Planning Of Rural Tourism Development Of Urban Function District

In 2013, the Chongqing government divided Chongqing City into five functional areas, the main city was divided into functional core metropolitan area, urban functional expansion area and urban development area, while northeast of Chongqing as ecological conservation development area and southeastern as ecological protection development area.Urban functional expansion area, including the main city of 9 districts in addition to functional core metropolitan areas, is about 5179 square kilometers. Which more emphasis on rapid economic growth while optimizing structural adjustment. By 2020, the GDP of urban functional expansion area will be expected to reach ￥1.07 trillion, accounting for 37.5% of the whole city, industrial output value will reach ￥2.2 trillion, accounting for 44% of total industrial output value. At the same time, 21 huge residential areas will be built, with additional population of about 400 million in 10 years, which will be the heaviest burden of the urban functional expansion area.Rural tourism, as a service-intensive industry, will solve a large number of employment and residence issues, protect the environment and maintain ecological balance, and reduce the income gap between urban and rural areas, improve the urban and rural economic structure, to achieve balanced economic development.Under this context, there’s little research about how to make rural tourism planning at the request of the National Center of the city. Yubei District, the core area of Liangjiang New Area and the northern gateway to Chongqing, the whole region was incorporated into the urban functional expansion area, accounting for nearly one-third of the total area, has the biggest economy, the largest development platform and the best location. According to the strategy of urban functional expansion area, Yubei District has become the "top priority" of this area, and will be more emphasis on economic growth with smooth and speed.Therefore, this paper takes Yubei District as an case to study how to make rural tourism planning at the request of the urban functional expansion area.Firstly, this paper proposes the background,aim and significance of this research, Through research about the urban function zoning, Urban functional expansion area and applied research Howard Garden City Theory in the urban functional expansion area, draw links between Urban functional expansion area and rural tourism development. Analyzing the location, economic function and rural tourism development model of Beijing Shunyi, draw inspiration about rural tourism development in functional expansion area.Secondly, using SWOT model analysis the advantage, disadvantage, opportunities, principles, route and steps of Yubei District rural tourism development, combined with urban expansion areas strategy and Yubei District’s country tourism developing situation.Finally, a plan about Yubei District rural tourism is made, including the target, strategy, and mission. According to rural tourism resource, location and function of Yubei District.
