Regional Characteristics Of Information Technology In Rural Areas Of Hebei Province And Regional Coordination Study

The information and communication technology(ICTs)is a catalyst of human civilization and social progress,it quickly into the various fields of human life and production,and bring new changes and breakthroughs,as a result,the scientific researchers have carried out research,at the same time,a geographer against the impact of Information technology development has carried out many arguments,gradually realize regional structure form by the impact of Information technology.However,most scholars study to apply information technology and urban structure shape change,ignore the research on the rural areas,so as to make the research presents the differences between urban and rural areas.In view of the current geography for the study of urban and rural two regions of information technology application is more emphasis on the neglect of the rural city,research on the evolution of regional structure form tend to neglect of information technology to promote the regional differences in the course of showing the phenomenon,based on domestic and foreign research progress of rural informatization,this paper attempts to from the perspective of geography to explore in the process of informatization in rural areas to promote the present regional differences.This paper is divided into six parts,the first part:From the theory Angle of view in the process of rural informatization in advance of the necessity of research on the problem of regional differences;The second part:Analysis of related concepts,and introduces the development status of domestic and foreign rural informatization;The third part:This part from the construction of infrastructure,rural and agricultural website construction these three aspects analyzes the development situation of rural informatization in Hebei Province;The fourth part:According to the development situation of rural informatization in Hebei Province,24 indexes were selected to layer 5 criteria layer as the evaluation of the regional rural informatization in the case of index,and using the Theil coefficient method as the mathematical methods of evaluation;The fifth part:Hebei province will be divided into North,middle and South three large area,The empirical analysis of Hebei Province as a whole between three regions and the three region informatization level in rural areas,at the same time,it is concluded that the overall and regional coordinated development type.The sixth part:Summary and discussion.The research shows that:(1)Hebei province in the process of rural informatization promoting difference is shrinking year by year.The difference in the overall development level index of rural informatization in Hebei province was reduced year by year,a downward trend,but the decline rate is small,and differences still exist.(2)The difference between the north,middle and south three large areas was significantly lower than the differences within the three regions.Between the three major regional differences for many years remained the same,difference index is smaller;internal differences between the three regions is significantly higher than the regional differences,the central difference index,the largest in Hebei Province,the overall difference in the contribution rate of more than 80%.(3)Three regional internal difference indexes determine its coordination development level;the development of hysteresis directly restricted the overall coordination development level in Hebei province.The development of internal three regional disharmony bring negative influence on the level of coordinated development of Hebei Province as a whole,the overall level of the province increased,to be internal coordination level three area increased.(4)The five criterion layer,difference of regional facilities system foundation is the most prominent,should cause enough attention.Information infrastructure owned and usage will directly restrict the advancement of informatization in rural areas,therefore should actively improve the present situation of the rural informatization infrastructure is weak,gradually narrowing the regional differences of rural informatization in Hebei province to promote the informationization coordinate in rural areas.
