The Research Of Food Safety Regulations Based On Game Analysis

Since the reform and opening up,along with the high-speed development of economy,the national per capita income increased year-by-year,concerns for the health and life quality is becoming more and more high,and the food safety is related to the vital interests of the whole nation.However,in recent years,our country food safety events frequently occur,emerge in endlessly,seriously affected the people’s physical and mental health and the sustainable development of food industry.Because food has the characteristics of the quality of the information asymmetry,the public goods nature of food safety information makes it effective supply is insufficient.Based on the opportunism behavior,some food producers to produce negative externalities,makes the food market failure.And maintain sustainable development of the food industry,protect the vital interests of the consumers is the function and responsibility of government,the market of "night watchman",government departments involved in the food market is of great urgency to regulate.However,we also see that the "majorly segmented regulation,and secondly the variety regulation" effect is not ideal.Food safety problems frequently occurred,not only harm the physical and mental health of hundreds of millions of consumers,harm the interests and enthusiasm of many food producers,also reduced the national trust for the supervisory ability of the government regulators.The regulatory failure phenomenon makes many domestic scholars do related research on the food safety regulatory problems.In the existing literature,the more is about the descriptive analysis.However,using the principal-agent theory and game models to comprehensive analysis the central government,regulators,local government and food producers to find the influence factors of the inner links and regulation efficiency is less.This article first assuming that politicians and regulators do not match the objective function,under the premise of information asymmetry,build the central government and regulators principal-agent model,to solve the influence factors of the optimal action of central government and regulators;Secondly based on both sides know each other’s strategy space,and selectors after know the choice of chooser before,build incomplete information dynamic game model of regulators and food manufacturers,found the influences of optimal behavior of regulators and food manufacturers;Finally based on the current situation of regulatory system,divide food production process into two segments,build two regulators and manufacturers tripartite static game model,to further reveal the regulatory process and relation involved in the game between different subjects,as well as affecting the behavior of regulatory and food manufacturers.Then,based on the theoretical guidance of game results,based on the present situation of the current our country food safety regulation,influences the performance of regulatory reasons can be divided into internal factors and external environment,the two aspects of internal factor from conflicts of interest and coordination between regulators,legal regulation system and administrative regulation tools perspective,the external environment mainly from food manufacturers,third-party social supervision mechanism,seeking the problems of regulatory failure in our country,which provide the direction for improving the present status of the regulation.Article last part based on the game model provides the theoretical basis,then combined with the actual problems found,suggest relevant improvement measures,so as to improve the current food safety regulation.
