Food security is related to national interests, is an important component ofnational security, for China, a country with a large population, food safety problemhas significant meaning to play a decisive role to maintain the social stability andeconomic development. But food safety incidents happened frequently in recent yearsseriously affecting the sustained and rapid development of the national economy andpeople’s health, but also, food safety problem has shown new features, especially largeenterprises (such as SanLu group, shuanghui group) have become the leading role offood safety accidents, showing the defects in food safety regulation system and thedesign system, the food safety supervision has become an urgent task.This paper, according to the economic research paradigm, comprehensively usesmethods like normative research and empirical research to in-depth analysis theproblems of food security in china. This paper firstly defines the definition of foodsafety regulation, and made a theoretical analysis of food safety regulation fromasymmetric information, externality and incentive regulation theory, explains thenecessity of government food safety regulation; secondly, using the incompleteinformation dynamic game carries an empirical analysis between the government andfood businesses’ action, reveals the factors that influence of the main action of ourcountry food safety regulation and the incentive coefficient that government incentiveenterprise to conduct safety production; Thirdly, combining with the Shandong8districts in food safety questionnaire, analysis the status and the existing problems ofour food safety regulation system,construct a evaluation index system composed bythe investment, operation and output three steps and carry a actual measurement tofood safety regulations in8cities of Shandong province. Finally, according to theempirical analysis results, this paper puts forward some advice on food safetyregulation policies, including actively promote food safety regulation system reformand improvement of food safety regulation system.
