Economics Perspective Under The Regulation Of Food Safety Research In China

As the old saying goes,"A king’s life depends upon the people, while food is the first necessity of the people."Given the domestic and international situation, food is unsafely now! People focus on food safety problem that frequently occur in China, which has thousands of years of diet culture. There have been many food safety crises in recent years inevitably; the seriousness of the harm and poor is endangering people’s health and life safety. According to Maslow’s needs theory, as living necessities-food, is the most fundamental of human needs goods, Food industry, however, does have an external, professional, information asymmetries, public goods, property and other features, prone to market failure. To make people "food flavored, food fearless," while enhancing self-regulation by food companies should strengthen the role of government regulation, the ancient language "Keeper can not resign its duties", government regulators,the very important ring on the food safety chain, have the major responsibility, the security and supervision on food safety is not only the government pressing duties. At the moment, Chinese food security situation is not optimistic, government was beard the main responsibility of supervision and management in food safety work, which are closely linked with food businesses, consumers, therefore, to meet the growing demand of the masses of food safety, to effectively solved food safety issues, the most important thing is to take a hard look at the defects and the problem of the government in the regulatory process by formulating a series of laws and regulations, norms of the regulatory functions of the relevant government departments, strengthen supervision, clear its regulatory responsibilities, and to further improve the regulatory efficiency and level. In addition, the functions of the department to be more compassionate, good communication and exchange with consumers, established the necessary information feedback system, so that enforcement can be implemented.In this paper, asymmetric information, externality theory, public interest theory and the theory of corporate social responsibility theory of China’s food safety regulatory basis for the analysis described, then describe the regulatory status of food safety in developed countries, by contrast to China’s food safety regulatory shortcomings, use of the case study approach, comparative analysis, the game method, the perspective of economics to evolutionary game theory model based, in accordance with security stakeholders identified between food companies, food companies and government regulatory agencies, food companies and consumers three game relations, were constructed with the benefit matrix, find a stable strategy and replicator dynamic equations, and a combination of real life situations, discussion and analysis the results of the above analysis, in exploring the question of the essence and the general law on the basis of the study, we constructed the effective supervision of food safety in China’s path, making this thesis not just theoretical level, more attention is the reality of operability study.Normative analysis of evolutionary game theory, the conclusions reached in this paper is:Firstly, the evolutionary game between the food companies can be drawn and enhance the positive reputation of the food enterprises, government regulators still need to strengthen the food business effective management and supervision. Secondly, evolutionary game between government regulatory agencies and food companies obtained the reputation affect the more important for food manufacturers to generation, the smaller cost to prevent food safety problems, food companies do not comply with the rules of the market suffered the greater the punishment, food companies tend to comply with the rules of the market; for the government regulatory agencies, the smaller cost of government supervision, the greater the seriously supervision received hidden benefits, not seriously supervision of the punishment of the greater, the more government tend to the careful supervision of the food companies. Thirdly, according to evolutionary game between consumers and food companies, the food companies to take the smaller cost of maintaining food safety, consumer reports of fraud by the food companies, the food companies were given the greater the punishment by government regulatory agencies, the food companies tend to comply with the rules of the market; for the consumers, the smaller reported cost, reported success after the awards and received the greater the income, consumers are more inclined to supervision of the food safety.This analysis of all economic theories are for the final establishment of policies and the path to the service, in order to prescribe the right medicine, must be have a clear grasp on China’s food safety regulatory status, problems, causes, the final study settled in solving problems. In this paper, I based on previous studies, from the angle of failure about food safety regulation, used the economics analysis, constructed evolutionary game model, in order to build a valid path about China’s food safety regulation.
