In the building of China's economic transition background,the problem of accelerating industrial transition and maintaining industrial security have attracted more and more attention.The security development of the iron and steel industry is significant for the transition itself and downstream industry.Today,the iron and steel industry faces many threats,like the increasing risk of opening to the outside,production capacity surplus,lack of scientific and technological innovation and industrial structure inferior,These problems restrict the transition and upgrading of industry.At first,according to the theory of industrial security,discussing the connotation of the iron and steel industrial security of our country at the present stage,analyzing the development of China's iron and steel industry with the theory of industrial organization in the current situation,then from the industrial development environment,industrial competitiveness,industrial external dependence degree,industrial control analyzed the factors affecting the iron and steel industrial security.On the basis of this study,constructing three parts of framework,including pressure,state and response,selected financial environment,labor elements environment,industrial control,industrial organization,international trade policy and R&D investment and so on as the secondary indicators,according to the secondary indicators selected 18 indicators as there level,constructed the iron and steel industrial security evaluation index system,The evaluation of the industrial security state of the iron and steel in our country during the period of 2000-2013 was carried out by quoting the entropy weight method.The following conclusions are obtained through the theoretical and empirical research:First,industrial control,labor factor environment,industrial competitiveness and R&D investment impact on China's iron and steel industrial security are greater than others,the weights were 0.187,0.157,0.135,0.132.Specific to the third level indicators,R&D input intensity,quality of labor force,control rate of foreign capital market,international market share of the industry,trade competitiveness index,capital efficiency,the domestic market demand growth rate,industrial concentration degree and foreign iron ore control have the larger weight.Second,China's iron and steel industry is in a state of insecurity in 2000-2013.Before in 2003 the security score of steel industry rose from 55.86 to 62.19,since our country joined in the WTO,received external interference,security state from first grade transition to second.In 2004,due to China's economic situation is getting better and better,the opening degree is higher,the iron and steel industry development more and more coordinated,the iron and steel industrial security state change from insecurity second gear to insecurity first gear in 2004,in addition to fluctuate in 2005,the state maintained to 2007.Since the start of financial crisis in 2008,The next few years,the iron and steel industrial security fell back to the second insecurity state,in 2008 and 2009 were 64.26,66.26.In recent years,constant trade friction,excess production capacity,iron ore resources are controlled by the foreign,China's iron and steel industrial security threat have the trend to increase,industrial security degree is still 62.12 in 2013.Finally,according to the results of empirical analysis of China's iron and steel industrial security,from maintaining the security of supply of iron ore,enhancing the competitiveness of China's iron and steel industry,enhancing the ability of coping with the risk of trade to maintain the security of steel industry,which builds the upgrading version of the iron and steel industry.
