Research On Corporate Social Responsibility Evaluation System Of Iron And Steel Enterprises In Hebei Province

The current economic development contradiction is that the overall quality of economic efficiency is not good enough,so the country put forward the innovation and green development concept,transforms traditional industries,develops new industries and adjusts the industrial structure,promots the reform of the supply side structural reform of the mode of development,and gradually establishes and implements the national strategy of Beijing-tianjin-hebei integration and One Belt and One Road.This is not only the new situation faced by China's economic development,but also the new situation faced by Hebei province.In this economic situation,the development of steel industry in Hebei province has many problems,such as the disqualified production capacity and the low-end supply of production capacity is seriously superfluous,high-end supply of production capacity is of shortage,the characteristic of the serious pollution and highly energy dissipation and heavy emission,the industrial concentration is low and so on.The iron and steel enterprise development difficultly,they difficultly continue to undertake the social responsibility assuming as a corporate citizen.The operating environment of iron and steel enterprises has drastically changed in Hebei Province,on the basis of the CSR dynamic principle,the content of the social responsibility undertaking by the iron and steel enterprises in Hebei province,should be adjusted,it is important for the companies to obtain the social responsibility of enterprises under the new situation to get a good economic performance.In the new economic situation,in order to strengthen the management of social responsibility of steel enterprises in Hebei Province,and promote performance of fulfilling social responsibilities and promote the development of the steel enterprises,and provide effective tools for iron and steel enterprises overnment and society in Hebei province to evaluate the level of social responsibility of iron and steel enterprise under the new situation,establishing an evaluation index system of CSR for iron and steel enterprises in Hebei province under the new situation has become a very important topic of management of the development of iron and steel enterprises in Hebei province.This paper presents the development status and characteristics of the steel industry in Hebei Province,then summarizes and analyzes the various loss of responsibilities existing in the development of iron and steel enterprises in Hebei Province,and points out the necessity and the new trend of iron and steel enterprises in Hebei province to fulfill the social responsibility in the new economic situation.The new trend of social responsibility in the new economic situation guides the content of the evaluation system,then referring to the authoritative social responsibility evaluation system and evaluation standard,and on the base of stakeholder theory,CSR dynamic principle,the model of CSR Pyramid,the paper establishes the social responsibility evaluation system for steel enterprises in Hebei Province under the situation.Then the paper selects the entropy model as the comprehensive evaluation model for the evaluation system.In order to verify the availability of the evaluation system,the paper choses Hebei iron and Steel Group which is a typical iron and steel enterprise as an example,the paper applies the data of Hebei iron and Steel Group during the year of 2011to2015 published on the social responsibility report and the data by interviewing the enterprise to the system and the model of the evaluation,finally obtains the comprehensive score of CSR 2011-2015 of the Hebei Iron and Steel Group,respectively is 0.18 0.07,0.15,0.21,0.39.This trend is consistent with the trend of the score of social responsibility of Hebei Iron and Steel Group released by the Chinese Academy of Social Sciences,which verifies the validity and feasibility of this study on some degree.
