Research On County Government Grain Reserves

Grain reserve is an important strategic material, play an important role in ensuring food security. Grain Reserve in China has a long history since the beginning of the initiation of the Qin Dynasty?With the development of society,Grain Reserve is divided into special reserves, strategic reserves etc. However,There are still some problems in Chinese Grain Reserve System.There are many research papers on China's food security,but several on county government Grain reserve. This paper intents to solve this deficiency.Firstly, this paper studies the history of food reserves.Secondly,this paper studies common problems at the county level food reserves, such as contradictions between departments. Thirdly,this paper does some research by take the Y County of X Province as an example. Finally,with the theory of Public Administration including he relation of vertical and horizontal lines and Bureaucracy etc,this paper analysises the problems and relations of Grain Reserve in county. In order to promote the work of the Grain Reserve in county, this paper presents some suggestions.The first suggestion is to strengthen self-construction of department. The second suggestion is to reduce conflicts and strengthen sectoral cooperation.
