The establishment of Government Quality Award that rewards the enterprises and organizations which have outstanding achievements in quality management and continued performance excellence is accepted in many countries and regions including developed countries.Our Government Quality Award activities also carried out in full swing in recent years.In 2001,Liaoning province established the "Liaoning Quality Management Award",and created the first quality incentive system in the name of government in our country.In 2012 our country set up the highest honor in the field of quality "China Quality award",Nowadays our country has established Chinese Quality Award,provincial government quality award,municipal government quality award,county government quality award.The government invest the huge amount of money to the award according to our calculation,accounting more than 500 million yuan only in bonus except around the review of government quality award evaluation,training,assessment,supervision and other expenses.It will be a more huge number if plusing human labour,material resources,other tangible and intangible investment.With rigid system and huge investment,so whether the operation of the Government Quality Award system enhance the competitiveness of our enterprises and promote the competitiveness of the country or not.but similar studies are rare.In order to scientifically and reasonably evaluate the performance of Government Quality Award and help to promote the development of the Government Quality Award,This paper introduces the propensity score matching method to analyze the impact of the Government Quality Award on enterprise performance of employee income.The main contents of this paper include: Firstly,on the basis of extensive study on the performance evaluation of the domestic and foreign Government Quality Award,I put forward the problem of the performance evaluation of the Government Quality Award in our country.Next,through the introduction of the current situation of our Government Quality Award and the results of statistics of our Government Quality Award,applied human resource management theory,I will write from the perspective of employee income in human resources.Analyze the effect of the government quality award on the employee's income by using propensity score matching method.The study found after controlling other variables that affect the employee income,the listing corporation which won the Government Quality Award have a significant better performance than not receiving the Government Quality Award in employee income only because of the Government Quality Award,and the higher the Government Quality Award level,the greater the impact on employee income effect.Thus we think the Government Quality Award play the role in improving enterprise management,enterprise performance and promoting enterprise competitiveness.Finally,some suggestions on improving the performance of the Government Quality Award are put forward.The contribution of this paper is to introduce the propensity score matching method,quantificationally measure the impact of the Government Quality Award on employees income,provide a positive support for the performance evaluation of the Government Quality Award system in China.
