| Project Management Office(Project Management Office,PMO)appeared in the early 1990s.For the enterprise,the requirement of unified project management in the operation became more and more obvious in the late ninety.With the development of the PMO,it has gradually become integrated application-oriented department which achieve the project portfolio management in enterprise.Based on research and practice of PMO in IT enterprise to explore the theme,this paper first introduced the background of PMO by the literature,as well as the domestic and international development situation,to elaborate its types,functions and operation.Then,it analyzed the value of the organization level PMO,4-level PMO architecture and primary responsibility.Next key point of implementation was expatiated in detail,such as project profile strategy,project manager team building,effort estimation technology of information project and project management information system.On this basis,the evolution route of organizational PMO and relationship between PMO development process and maturity for project management was proposed.Finally,taken PMO practice in the PH Company(PH for short in the following paper)for example,it talked about project management status and problem in the PH.By building PMO architecture,planning job responsibility and moving forward key work including project profile management,project management performance evaluation and project cost management,it optimized project management and organization,improved motivation of the project team,raised significantly overall performance in the PH,especially customer satisfaction increasing two percentage compared with last year.PH is a company focused on providing information software and services for the large state-owned key enterpriser.Its management and superiority are different from these in other IT enterprises.This paper takes PH as example to provide IT enterprises which have a similar background with reference in PMO building. |
