Project Management On An Enterprise Strategic Basis

In today's competitive business environment, organization's ability to efficiently relay on rapidly response to market. Making your strategic goals a reality is critical to sustain a competitive advantage. There are many papers or thesis research the similar topic, which always focused on individual project management skills, but about project management based on strategy from strategic view is not very much. More effectively manage your projects by continually identifying, prioritizing, and investing in projects that align with your enterprise strategy, will be paid more attention.This thesis proposed the point of view from system thinking, and tries to draft new project management methods, managing projects align with enterprise strategy. This thesis defines the methods from three layers, which are project management, project support system and organization revolution of enterprise. Making strategy a reality will bring two kinds of projects, invest projects and improvement projects for production. Different procedures is brought forward for two kinds of projects based on project portfolio management and program management theory. The invest projects'procedure is considered on five factors: align with strategy, resource, economic estimate, technology feasibility and difficulty of execution. Improvement projects pay more attention on systemly distribute resource, project time management and project risk management. Project supporting system mainly include project management information system (PMIS) and human resource management, which align project management and production management. Organization revolution is done for more efficiently management by setting up PMO. Project management office(PMO) is professional department for managing all projects on strategic view.The Thesis is to study the project management by way of the view on strategic basis. With case study the research wants to explore the feasibility and value of the methods (project management on an enterprise-strategic basis).
