State-owned economy is the backbone of our national economy.We must continue to grow the state economy.Along with economic globalization,enterprises are facing more competition,and,the uncertainty of the environment increased.The traditional management model of the state-owned enterprises is faced with severe challenges.To survive in the new competitive environment,companies must have long-term perspective and strategic thinking.There must have a long-term development strategy for the business development services.Use the enterprise development strategies to commander business operation and management activities.The state-owned enterprises place too much emphasis on short-term benefits,ignoring the long-term interests,lack of long-term perspective and a clear development strategy.The lack of Development strategy is the significant risk in the development of state-owned enterprises.It has seriously shaken the development foundation of the state-owned enterprises.The main contents of the paper is as follows.First,the paper explains the importance of state-owned enterprises.Second,the paper made a theoretical overview of business development strategy.Then,the paper describes the basic situation of the Sichuan GYT Co.,Ltd.the paper analysed the problems,strengths and weaknesses of the company.On this basis,the author proposed her own strategic objectives of the local state-owned enterprises.Finally,the author gives the practical measures to achieve the strategic objectives of the business development.There are two aspects of innovation in this paper.This paper provided a new perspective for us to understand local state-owned enterprises.The paper allows us to place more emphasis on the development strategy of state-owned enterprises.The paper can give us a new understanding about the state-owned enterprises reform of institutional mechanisms.
