Research On The Application Of Public-private Partnership Model(PPP) In Municipal Solid Waste Treatment In China

With the process of urbanization in China, municipal solid waste is increasing day by day. How to reduce waste and ensure the quality of services in the garbage disposal field is becoming more and more important.Public-private partnership(PPP) which linking the public sector with the private sector, not only can alleviate the financial burden of the Government, but also raise the operation efficiency of urban garbage treatment project. Nowadays, public-private partnership model has become a common way to solve the waste disposal problem around the world, and in our country using PPP as a mean to solve municipal solid waste problem is become more and more popular in recent years. However due to the reasons such as lack of experience, there are still a lot of problems in PPP model of municipal solid waste field in China.This paper will combine theory and practical cases to analyze the development of PPP mode of urban solid waste treatment in China. Firstly, this paper will introduces the general characteristics of municipal solid waste treatment and the definition of PPP model, and then analyzed the reason why should the PPP mode use in urban solid waste treatment field. This paper also summary different types of PPP model in municipal solid waste treatment field and analyze operation and pattern classification of PPP model. In addition, combined multiple academic literature research with the current PPP projects of municipal solid waste in China, using the logistic model to analyze the multiple projects, and due to the analysis, we can conclude that government involvemen t, Private enterprise's strength and support of the private sector have significant influence on the success of the project. Combined this three factors that influence the success of the project, and the current deficiencies of PPP model in the urban garbage treatment field,this paper finally puts forward some suggestions to improve the PPP model including reform the management of government, strengthening the private enterprise, encouraging residents take part in the disposal of municipal solid waste and so on.
