In recent years, with China's urbanization, a large number of population has moved into cities, urban environmental problems is becoming more and more serious. The rapid growth of municipal solid waste not only brings enormous environment pollution, but also uses up a lot of land resources. However, the traditional model of environmental governance has brought about many of the issues such as the lack of funds, outdated technologies, inefficient operation and so on, these problems are becoming increasingly prominent, Government models can not meet modern municipal solid waste management requirements. To solve the problems such as the single investor of municipal solid waste, the lack of funds for construction low efficiency of environmental infrastructures etc, the implementation of municipal solid waste management market-oriented reform has become an inevitable trend. But the market is not simply equal to the privatization, especially in the area of public sanitation, creating an effective way to implement market-oriented reform of municipal solid waste management and achieving sustainable development goals is the study of this paper.Firstly this paper introduced the current situation of China's urban solid waste disposal and sanitation facilities, focusing on analysis of existing problems, and described the development of the theory of PPP and its application at home and abroad. Then, using the "cycle of economic theory", "public goods theory" and "project distinguishing theory", the paper demonstrated the necessity and feasibility for PPP into municipal solid waste management. Combined with the national conditions of China and to the city of Chongqing as a case, this Paper analyzed the classification of PPP model of municipal solid waste management and the principle of choice, and built a typical PPP model organizational structure and the process of operation. Using the "Chongqing Tongxing garbage power plant" as a case study, the paper summed up its successes and failures, and come to relevant inspiration. According to the characteristics of municipal solid waste management and the basic requirements of public-private partnerships, this paper established the pricing model of waste disposal services under the PPP model, and put forward the views of the reform of the existing waste disposal fee collection system. Finally, from the aspects of policy and law, government regulation, government subsidies, garbage separate collection and public education, the paper put forward a series of policy recommendations for PPP model in the promotion of Municipal Solid Waste Management.
