The Research On The Government Service For Medium And Small-sized Enterprises IPO

China's capital market has entered an important period of rapid development and prosperity.The local governments have realized that speeding up the listing progress of enterprises is an effective way to promote corporate governance, improve the financing capacity of enterprises, accelerate the rapid development of enterprises, promote local economic growth, and promote regional industrial structure optimization. As the local government take the role of subject of public administration, they are able and willing to promote medium-sized and small enterprises to listing.In this paper, the definition of local government, small and medium enterprises,and the listing requirements of enterprises in China market are described. Through analysis based on economic theory of government intervention, as well as the theory of intrinsic motivation and effect of government service for enterprise listing, the conclusion is that the government needs to adopt appropriate methods and degree of intervention in the economy, but it should not undermine the market mechanism itself. Local governments in our country normally have policies to support enterprises listing, this paper summarized and analyzed the typical service policy of 5 counties among “Top 100 counties”in our country.As a “Top 100 counties”in our country, Deqing county's SMEs develop well and a number of outstanding listed companies emerged. Some SMEs Through designing questionnaires for SMEs, the government intervention means of local government to SMEs listing and development are summarized. The typical measures to promote SMEs listing include: the establishment of the list of enterprises to be listed, organize speific training sessions, the Finance Office of local government coordinate all related parties to help enterprises solve problems, encourage enterprises to listed on the New Three Board,introduce policy to award the enterprises listed successfully.In the process of local government promoting the listing of enterprises, problems exist including excessive intervention by local government, much more attention paid by local government on corporate performance than corporate governance, the lack of professional guidance and supervision on projects investing of the corporate.Therefore, this paper propose four suggestions for local government to provide better sevices for enterprises listing. The four suggestions including more research and monitoring of the latest policy and trend of enterprise listing, strict supervision on enterprise, organize SMEs to learn from benchmarking enterprises in interal control, and invite industry experts to guide enterprises to invest in projects. Deqing county has 7 A-share market listed company, the local government of Deqing County has accumulated rich experience in help enterprise listing.Therefore, the study of this paper can be reference for other local county government.
