At the same time, Henan province's fiscal expenditure scale and the fiscal expenditure of per capita grows faster, fiscal spending as a share of GDP is rising, but there are still some problems, for example, the expenditure of fiscal expenditure per capita,social security, environmental protection, the fol owing affairs and science-education-culture-health is insufficient and their structures are not reasonable.As a big province of the country's population and agricultural province, henan province's strategic position in the national economy overall development and the rise of central China is very outstanding. The province also should face to speed up the transformation and upgrading of economic structure, realize the economic sustainable development and build a wel-off society in an al-round way and so on. While fiscal spending of henan have a positive effect in steady economic growth, structural adjustment, promote the transformation and so on, as a result,studying expenditure structure of henan province is of great significance.To ensure that the henan economy can move forward,climbe a camp,transform and upgrade, to make sure that the fiacal spengding can promote economic development and social progress, we shoud optimize fiscal expenditure structure of henan province from the fol owing several aspects : one is to develop the economy and do big finance "cake"; Two is to increase the spengding of people's livelihood and compress the administrative expenses; Three is to furtherly distribute the financial resources, achieve all-round development; Four is to transform the government function and clear financial powers; Five is to strengthen the management of fiscal expenditure and improve the financial service efficiency of funds.
