On The Relationship Between Government And Market Under The Conditions Of Socialism With Chinese Characteristics

To establish the socialist market economy with China's own features is the ultimate goal of China's economic reform. The Communist Party's 18 th session report emphasized "to accelerate the improvements of socialist market economy" once again,and clearly presented "the core issue of the economic reform is to deal with the relationship between government and market, to be specific, the market rules should be paid more attention to while better give play to the government's effects." The elaboration of this core issue provided the direction of how to accelerate the improvement of the socialist market economic system.Firstly, this thesis will comb the relative theory and literature relevant to relationship between the government and the market. This can make us to clarify the research target and content. Secondly it will list the theory both home and abroad which elaborate the economics effects by the government and the market while delve deeply into the history of the government and the market, this will unify both the theoretical and historical logics between the two sides. Thirdly, the thesis will elaborate on the role of the market in the economy development and the malfunction. This part will point out the importance of the market in the aspects to accelerate economics while emphasize the possibilities of malfunction. When the market cannot give play to its function, what should we do? After this, the other side--the government should also be discussed. In this part, we will discuss the role of the government in the economic operation and its function and effect. Of course, the possibilities of malfunction by the government would also be existed. We should take step to deal with the issue by measures such as introducing competition mechanism properly, establishing and improving our legal systems while also making it to function independently, guaranteeing the government's intervention to keep a sense of perspective and act to different levels. Finally, this thesis will clarify that government should take a lead in allocating social resources while market should be used as a tool to better serve socialist economics.
