| Technological innovation has become the new engine of economic growth under the "new normal".In recent years, China has strongly advocated the public entrepreneurship and innovations.The implementation of innovative driven strategy has promoting the better combination of technological innovation and economy, and also the commercialization and industrialization of innovative products. It's a way of impelling the optimization and upgrading of China's economy. Since 2014, the continuing fall of coal prices and overcapacity lead to the economic growth rate of Shanxi behind the national average level.The economy is in a difficult situation.The best way for Shanxi to achieve the transformation and greatly thrive is absolutely technological innovation.The efficiency of transformation of technological innovative products plays a crucial role in the possibilities of eventually turning technological R&D investment into economic income for the enterprise.To enhance the transformation efficiency of enterprise's technological innovation has become are inevitable choice to region's economic progress.Based on combing the domestic and foreign literature.Firstly, concepts,theory and measurement methods related to technical innovation achievement transformation were summarized. Secondly, the study has comparatively analysied the status the technology innovation input,achievements and economic output of enterprises in Shanxi and other central and neighboring provinces.Finally,non parametric DEA method,parameter SFA and Malmquist productivity index method has been used to measure the technical innovation achievements conversion rate of nine provinces from related indicators in 2000-2014.Conclusions are as follows: Firstly, the transforming efficiency of Shanxi and its neighboring provinces in both the stage of achievements output of technical innovation and the stage of achievements conversion did not reach100%. Technical efficiency of enterprises in Shanxi are relatively lower ranked in view of the two stages. Pure technical and scale efficiency are lower in the stage of achievements output of technical innovation. Pure technical efficiencyis lower in the stage of achievements conversion. Secondly, Enterprise's R&D expenditure and R&D personnel input have positively effection enterprise's efficiency of conversion in achievements output of technical innovation. New product development funds investment and enterprise's efficiency of conversion in achievements output of technical innovation was negative correlation, but not significant. Invention patent, Utility model patents and design patents were positively correlated with the efficiency of enterprise achievement conversion,but not significant. Thirdly, The strengthen of technology introduction funds has a role to the raising of enterprise's achievement on conversional efficiency,but not significant. The strengthen of Technical transformation funds and expand the scale of high and new technology enterprises can significantly improve the efficiency of the whole technological innovation achievements. |
