In recent years,China has developed rapidly in the field of science-technical,and innovation has become the mainstream of today’s society,promoting social and economic development and becoming a new economic growth point.However,due to the diversity and complexity of the transformation of science-technical achievements,although the relevant research has lasted for a long time,a systematic evaluation index system of the transformation of science-technical achievements has not been formed in China,resulting in inconsistent evaluation standards,and the transformation performance of scientific research subjects such as enterprises,universities and research institutes cannot be effectively improved.At the same time,in the existing research process,the categories of performance,transformation of scientific and technological achievements and design of performance evaluation indicators are not clearly defined,and scholars have different opinions,which leads to the inability to effectively evaluate the transformation performance of science-technical achievernents.Because in the process of practical application,the transformation froms of scientifie and technological achievements are different,only designing a single performance evaluation index system is not enough to meet the needs of current performance evaluation.Therefore,based on the existing research,it is an ourgent problemh to improve and supplemeent the performance evaluation index system of the transformation of scientific and technological achievements.Scientific evaluation will enable the research subjects related to the transformation of science-technical achievements to find the existing problems and areas to be improved in time,and promote the further development of the transformation of science-technical achievements.In this paper,the transformation prtformance of an an applied science-technical achievement in an enterprise is taken sa the research object.Firstly,the related research status is summarized through literature review,and the main research line is drawn accrding to the transformation forms of science-technical achievements.Based on the existing research,the categories of performance,transformation of science-technical achievements and performance evaluation indicators are determined,and the research framework for evaluating the output "efficiency" of each transformation form of science-technical achievements is determined,and the input and output indicators are designed as evaluation tools.Secondly,the meta-integration method is used to collect the relevant literature on performance evaluation of science-technical achievements transformation,and according to the process and characteristics of three transformation forms:technology transfer,self-investment transformation and cooperation investment transformation transformation,the performance evaluation indicators are summarized and refined from authoritative relevant literature.Secondly,the questionnaire is designed,and the performance evaluation indexes of the three transformation forms are supplemented by expert interview,and 7,16 and 18 performance evaluation indexes of sciencetechnical achievements transformation are obtained respectively.The exploratory factor analysis of the performance evaluation indexes of the three transformation forms is carried out by SPSS25.0,and the common factors 3,5 and 5 are extracted respectively.Thirdly,the subjective and objective weights of the performance evaluation indicators of the three forms of science-technical achievements transformation are assigned by using set-valued statistics and grey correlation degree method.According to the results of the questionnaire,the subjective and objective weights of the second-level performance evaluation indicators of science-technical achievements transformation are determined,and the credibility of the subjective weights is analyzed.The subjective and objective weights of the first-level performance evaluation indicators are determined according to the assignment results of the subjective and objective weights of the second-level performance evaluation indicators,and then the combination weights of the three performance evaluation indicators are calculated by the multiplication integration method.Then,the quantitative measurement formula of performance evaluation index is designed,and the input index and output index are designed separately to form three systematic performance evaluation index systems with different transformation forms,which together form the performance evaluation index system of science-technical achievements transformation.Finally,combined with the actual situation of the science-technical achievements transformation project,the statistical application results of the actual data of the three transformation forms of performance evaluation index system are compared and analyzed to verify the scientificity and applicability of the evaluation index system,and put forward management enlightenment and suggestions.The results show that,according to the maturity of enterprise scientific and technological achievements and the resource conditions of enterprise transformation,the transformation forms of enterprise scientific and technological achievements can be divided into three types:technology transfer,self-investment transformation and cooperative investment transformation.Combined with the characteristics of the three transformation forms of enterprise scientific and technological achievements,the transformation performance evaluation indexes of the three transformation forms of enterprise scientific and technological achievements are different,so the performance evaluation index system and weight assignment results are also different.According to the performance evaluation index system of three transformation forms,the research and collection of performance data of scientific and technological achievements transformation projects,the evaluation and analysis of transformation performance are carried out.After interviews,it is found that the research results are consistent with the actual perception,which confirms the relative objectivity and operability of the performance evaluation index system of scientific and technological achievements transformation designed for different transformation forms.
