With the rapid development of China's economy, the demand for energy is growing, but also facing unprecedented pressure on the environment. Western Region as an important energy supply base, the western energy development has important strategic significance for the development of social economy. Western Region mainly in the secondary industry with high energy consumption, high emission based. Energy consumption of a large amount of carbon dioxide emissions, facing great pressure to reduce emissions. At the same time due to the drought in the western region of the climate. The development process of the energy industry is facing serious water shortages. How to coordinate the relationship between energy, economy and environment of the three, a low-carbon sustainable development in water resources constraint, the western region is facing serious challenges.In this paper, the development of the energy industry in western region a brief overview of cointegration analysis and Granger causality test for quantitative analysis of the relationship between energy consumption and economic growth in the western five provinces, the results showed that the five provinces west between economic growth and energy consumption cointegrated, and there is economic growth to energy consumption unidirectional Granger causality.The five provinces of the western unit GDP carbon dioxide emissions and water consumption are analyzed using LMDI decomposition factor decomposition. The results show that the energy intensity factor and energy consumption structure factors have reduced carbon dioxide emissions per unit of GDP, the industrial structure factor increased carbon dioxide emissions per unit of GDP; the industrial water consumption intensity factor and per capita GDP factor have great impact on water consumption of Western China. The intensity of industrial water consumption means lower water use efficiency, which can effectively reduce water consumption.A mixed energy economy model based on input-output model has been established. The CO2 emissions and water consumption in different situations of the west Five Provinces of energy consumption is predicted. The results show that the western region should speed up the implementation of better energy, economy and environment of the relations between energy and water in order to coordinate the work.Comparative analysis of the energy policy of the Western developed countries. Combined with the characteristics of the western region and the results of this study, then put forward the development proposals of western region energy industries through the coordinated development of the economy and energy, improve energy efficiency and accelerate the adjustment of industrial structure, optimizing energy structure, improving water use efficiency, and improve relevant policies and regulations and many other aspects.
