The Reserch Of Cultivation Mechanism Of Innovative City In Shanxi Province

With the introduction of building an innovation country, Accelerate the construction of innovation-oriented city in China to solve lack of resources, the extensive mode of economic development, environmental pollution. Shanxi is a resource-based provinces. Lack of scientific and technological innovation seriously restricting the constraints of Shanxi's economic development. How to foster innovation-oriented city in Shanxi Province to achieve sustainable development has become an important breakthrough.On this basis, this study analyzes the development of domestic and six innovative city. This paper studies the dynamic factors and mechanisms of innovative city with innovative ecosystem theory. Then I construction of the system dynamics and the causal relationship model of innovative urban construction and analyzes the main feedback loop of the innovative city. From the main body of innovation, innovation resources, innovation culture,innovation systems four dimensions to establish an innovative urban development level evaluation system. Innovative city development level evaluation system includes 17 indicators of the level of innovative urban development. Measuring the level of innovative city development of 11 cities in Shanxi province by cluster analysis and quadrant method. We find that the level of development in 11 cities in Shanxi Province has a large difference in the city.Combined with the life cycle theory for the different levels of development of the city propose appropriate training mechanism path.By studying the results:(1)This paper studies the elements and the power of innovative city and innovation ecosystem and Propose the causality diagram of innovative city.Constructing the cultivation model of innovative cities by four influencing factors, that is: innovation subject, innovation resources, innovation culture,innovation systems.(2) Based on the actual situation in Shanxi Province, the article identifiesthe level of innovative urban development in 11 cities in Shanxi Province.Taiyuan is in the formative years. Datong, Yangquan, Changzhi, Jincheng,Shuozhou, Xinzhou, Luliang, Jinzhong and Yuncheng is in the incubation period.11 cities in Shanxi Province is divided into four categories. The first category is Taiyuan. The second category is Yangquan, Jincheng, Jinzhong City. The third category of Linfen, Yuncheng City, Datong, Changzhi City. The fourth category is the Shuozhou, Xinzhou City and Luliang City.(3)The function of innovation elements in different stages of innovation city is not the same. So we should used different cultivation measures in different stages of innovation city. In the embryonic stage, it should be to foster innovative city by strengthening the government-driven, foster innovative atmosphere, gathering innovation elements. In the growth stage, we should optimize the market economy environment, optimizing the environment for innovation, intellectual property protection, to create advantages in the field of innovation clusters. In the high-speed development stage, we should enhance learning mechanisms and spillover effects, the development of network technology intermediaries. In the mature stage, we should cultivate master the core technology industry chain, gathering high-end R&D resources, focus on technological innovation.
