| Since China’s reform and opening up,economic globalization more and more,human society is moving towards an innovation for the soul,high-tech as the support of the new era.Innovation ability as the foundation of the enterprise,social and national sustainable development,to a large extent determines the regional economic development speed and quality.Our country has a large population,it is in a period of innovation resources are relatively limited,improve the utilization rate of resources can effectively alleviate the pressure of insufficient resources.In addition,the green economy worldwide,environmental problems resulting from high economic growth are very serious.In the face of energy constraints,environmental pollution,and the world financial crisis’s impact on the entire economic structure,China’s regional innovation need to speed up the green transformation urgently,change to an energy saving,environmental protection and innovation-driven model,and walk out a sustainable growth path which can expand economy and also can save resources and protect the environment.On the basis of research findings by predecessors,this paper takes the China’s 30 provinces(cities,districts)as the research object,and to summarize the related theory of innovation,value chain and the methods of data envelopment analysis(DEA).Based on the perspective of innovation value chain to subdivide the regional innovation system for the knowledge innovation stage,the R&D innovation stage and the product innovation stage.At the same time put energy and environmental factors into the research framework,according to the characteristics of different stages to build index system.Based on the research of the NSBM model,calculates the green innovation efficiency of 2009-2013 in our country.Respectively from the two aspects of horizontal regional differences and vertical dynamic evolution to examine regional green innovation efficiency in China,through detailed innovation process,thus seeking the specific link of inefficient green innovation.Based on the coordinated development model,to explore is the coordinated development of the three sub stages,later,through the construction phase efficiency scatterplot,two-dimensional matrix zone phase efficiency optimization path is put forward.Put forward some suggestions aiming at the problems at various stages.The results of the study showed that the efficiency of the stages are obvious regional differences,namely from east to west gradually decreasing trend.China’s environmental pollution index decreased from 1.8 in 2009 to 1.0 in 2013,this suggests that on the way to promote green low carbon economy in our country has made significant progress.The overall efficiency of China’s green innovation level is not high,the western region the most poor performance.Beijing,Jiangsu,Hainan,Shanghai,Zhejiang,Fujian,Hubei and Hunan provinces(cities,districts)of each stage of development is very harmonious.There are 14 provinces(cities,districts)in the weak coordination level,it account for 46.7%of the number of the whole-country provinces.From the trend of the time,the efficiency of knowledge innovation and research and development innovation phase values have obvious growth trend,efficiency value of the product innovation stage to decline after a slow growth.Use of energy and pollution factors into consideration,based on NSBM model conforms to the actual innovation efficiency,overall regional innovation activities in phases,the results are more solid and science. |
