In recent years, many ecological environment problems that human face have a direct relationship with land use changes, especially in areas affected largely by human activities, and then land use changes violently and ecological environment has also been varying degrees of impact.Mining area is the most active region where human use the natural resources most frequently, and human tend to focus too much on the direct access to economic interests, rarely give attention on the potential value of ecosystem services in the exploitation of mineral resources. This serious damage the ecosystem environment, and hinder the sustainable development of the mining area. This paper selects Xuejiawa, ningwu county located in the eastern part of the Loess Plateauas the study area, uses RS and GIS method to interprete the remote sensing image data of 1990,2005 and 2013,in order to obtain the land use data of the study area. This paper uses quantitative and qualitative methods to analysis land use changes from the number and extent of the changes, and then in-depth analysis of the policy driving forces of land use change in the study area from 1990 to 2013,and then makes a quantitative study on ecosystem services value and its change of the study area.Main conclusions are drawn as follows:(1)From 1990 to 2013,the land use structure of the study area has changed significantly, mining land increased the largest and changed the fastest, reaching.Unused land decreased the most, but because of its large base area, the speed of reducing is very slow.Cultivated land reduced also greatly, the policy of returning farmland to forest and the occupation of mining land is main reasons for the decrease of cultivated land.Forest land increased at first and then decreased, and the increase was mainly.Beach and residential land change not obvious, and all show a decreasing trend.Overall, mining land changes the fastest, followed by forest land, the slowest change rate was residential land from 1990 to 2013,and the land use change ftom 2005 to 2013 is far greater than from 1990 to 2005.From 1990 to 2013,the land use degree decreased gradually, land use change was in recession generally.(2)Based on the collection and analysis of literature review and related data of XueJiaWaxiang,it can be concluded that the exploitation of coal resources policies, the policies of returning farmland to forest and the protection of cultivated land policies are mainly policy driving factors which affect land use change in XueJiaWa township. In the background of the exploitation of coal resources policy continue to emphasize promoting economic development the exploitation of coal resources policy pay more attention to the coal mining and the output. Therefore, the exploitation of coal resources policies directly affect land use change and become the main driving factors of land use change in the study area. With mining intensity increasing and time to accumulate, mining land grow continuously,at the same time, land resources and the ecological environment has been extremely severe destroyed in the process of mining in the study area. With the introduction and implementation of the returning farmland to forest policy, cultivated land has a substantial reduction and forest land has a substantial increase during the period from 1990 to 2013.Cultivated land continued to decline, but reduced the amplitude is reduced, this is mainly due to the continuous strengthening of cultivated land protection policy. To make a long story short, returning farmland to forest policy and cultivated land protection policies affect land use change, but far from coal resources exploitation policies.(3)1990-2013 years, ecosystem services value was firstly increased and then decreased, and the reduce was mainly,a total reduce of the 4196200 yuan, which is mainly due to the large increase in mining land in Xue Jia Wa Township.Residential and mining land has a negative impact to the ecosystem services values, and its ecosystem service values decrease in the amount of up to 8073600 yuan.Based on the analysis on ecosystem service value of individual changes, three ecosystem service value of water conservation, waste treatment and food production showed a downward trend, the other six ecological system service value showed a rising trend.
