Research On Agricultural Insurance Development Mode In Jilin Province

Stable agriculture contributes to peaceful society."Agriculture,Countryside and Farmer"issues are very important for the stability of our economic and society development.Nowadays,agricultural insurance is a common application to support agricultural development.The development of agricultural insurance can effectively reduce the impact of natural disasters on agricultural production,stabilize the income of farmers and promote the development of agriculture and rural economy,thus it has largely alleviated the issues of"Agriculture,Countryside and Farmer".After entering twenty-first Century,China has put the issue of agricultural insurance into the No.1 Central Documentforl3 years.In 2007,the Central Ministry of Finance began to implement subsidy insurance policy to 5 major species of grain crops in 6 provinces,since then,the agricultural insurance has embarked on a rapid growth path.As a big agricultural province in China,Jilin province has many kinds of natural disasters,which frequently occur in a large scale and cause a great loss to the economy of the whole province.Under the background of agricultural modernization and rural financial reform in Jilin Province,based on the present status of agricultural insurance in Jilin Province,this paper analyzes the existing problems and shortcomings of current agricultural development model,and learns from domestic and foreign agricultural insurance mode,try to build a new agricultural insurance model which is suitable for Jilin Province.The new model of agricultural insurance development has important theoretical value and practical significance for Jilin Province,such a large agricultural province.The paper is divided into six chapters.The first and the second chapter explain the basic theory of the whole paper,and describe the basic contents of agricultural insurance in detail.The specific contents are as follows:the present situation of the domestic and foreign agricultural insurance researches,the concept,natures and functions of agricultural insurance in our country,and the relevant economic theories.The third chapter introduces economy,agricultural production and natural risks of Jilin Province in detail,and analyzes the development pattern of agricultural insurance.At the same time,it illustrates the development of Anhua Company in Jilin Province,and points out the existing problems during the development of agricultural insurance.The fourth chapter analyzes the main factors which restrict the development of agricultural insurance in Jilin province by using the way of principal component analysis.The fifth chapter gives a comprehensive introduction about the practice exploration of the agricultural insurance development model at China and abroad.In comparison,it summarizes the experience of various modes of the reference to Jilin Province,and constructs three models based on the development of agricultural insurance in Jilin province.Finally,this paper proposes some suggestions on the development of agricultural insurance in Jilin Province,it is necessary to strengthen the guidance function of the local government,strictly regulate the service standard of the main body,gradually develop and implement the agricultural income insurance,and put forward the corresponding supporting measures.
