Research On Poverty Alleviation And Development Problems Of Ruyuan County Guangdong Province

Poverty is one of the significant problems which perplex the advance and development of mankind society.As the largest developing country of the world,China has always attached great importance to the study of the rural poverty.Since the reform and opening-up policy has been applied,the household contract responsibility system greatly inspires farmers' enthusiasm for production,which leads to the rapid development of the rural economy.Ruyuan County is located in northern area of Guangdong,which is one of the 21 key counties(cities)that associated with poverty alleviation and development work identified by the Guangdong provincial government in 2013.The county is mountainous and gorgy and the forest coverage rate of which reach 80.6%.What is more,seasonal precipitation is obvious hence the reserve of water is abundant.though the total acreage of paddy field is5113 acres,the amount of per capita arable land is only 0.5 acres." Therefore,it is called a place that has “eight mountains but with a little water and a few farmland," the mineral resources of this country features abundant breed and wide distribution,however,it's possession is only a little and the purity is relatively low.Meanwhile,the industry and weak base contribute to it's poverty as well.Research and analysis of poverty problem in ruyuan is conducive to improve urban and rural development and to achieve co-prosperity.By collection and reorganization of the poverty problem in Ruyuan County,we find that the poverty has 5 characters: firstly,it is congenitally deficient,secondly,it has little per capita arable land thus the varieties of agricultural products is very single,thirdly,it's economic benefits is too little to promote the transfer of labor,in addition,it is difficult to increase income rate due to the little capital reserves,last but not the least,it is difficult to cope with large expenditure and the ability to withhold risks is poor and soon.As for the poverty alleviation and development work,it has three main problems,first,it comprehensive agricultural development needs further presence on poverty alleviation and development,human capital has not been effective development,poverty alleviation funds inefficient use of three major problems,so it should be clear focus groups,to improve the accuracy of poverty reduction target;identify industries and resources,enhanced targeted measures to help people lift themselves out of poverty capacity;improve the working mechanism for accurate poverty escort;increase funding to ensure that poverty reduction efforts unabated.
