Research On Human Resources Development Under The Mechanism Of Precision Poverty Alleviation

The history of new China's social development is a Chinese people's history of poverty. Since the founding of the People's Republic of China, poverty is a bottleneck,which has seriously affected the healthy development of the socialist economy and hindered the realization of our common prosperity. Since the reform and opening-up,China has made great achievements in poverty alleviation and development work under the correct leadership of the CPC Central Committee and the State Council, and the joint efforts of all Chinese people. Since the 18 th Congress of China's Communist Party, China's poverty alleviation and development work has entered into the sprint stage called "gnawing the hard bone, facing an overwhelming victory". The key to eradicating poverty, improving people's livelihood and building a well-off society in an all-round way is to follow the path of helping the poor in dead-set way. The merit of precise anti-poverty policy lies in the “preciseness”, the emphasis of precise anti-poverty policy is the “preciseness”, and the result of precise anti-poverty policy depends on the “preciseness”. In a certain sense, the policy plays a decisive role in the development of socialist economy with Chinese characteristics, political stability,cultural prosperity, social harmony and good ecology."The first step of anti-poverty is to help the poor first", the policy of precise anti-poverty cannot be separated from human resources development of the poor people. According to Schultz's human capital theory, the development of economy mainly depends on the quality of human resource. In order to utilize the human resources of the poor masses effectively, we should implement a series of scientific and effective methods of poverty alleviation and poverty alleviation centered on the development of human resources of the poor masses, which has become people's consensus. Therefore, it is of great significance to investigate and study the developing of human resource under the mechanism of targeted poverty alleviation.Since the construction of the city, Puyang, as the key national targeted poverty alleviation city, has made great achievements in poverty alleviation and developmentwork together with the municipal government and the whole people. With the development of precise anti-poverty, it is easy to find out the phenomena such as slowing down the development speed of poverty alleviation and returning to poverty rate in Puyang City, which attributes to the natural environment, social environment and the poor people's own situation. The reason of these phenomena is about dual declines of the number and the quality of human resource developing. Some practical suggestions were put forward by the way of further investigation and analysis on issues of Puyang, which has important practical implications to human resources development in Puyang city during precise anti-poverty, as well as human resources developing of other poor areas.The paper elaborates the concepts of human resources development under the precise poverty alleviation mechanism on the one hand, and uses Schultz's theory of human capital investment and Lewis' s culture of poverty to construct the internal relation between precise anti-poverty and human resource development on the other hand. Meanwhile, this paper will conduct a research combining with the situation of Puyang, human resource situation, poverty situation and precise anti-poverty status.In view of the existing problems in human resource development under the system of precise anti-poverty in Puyang City, the deficiencies of human resource development under the precise poverty alleviation mechanism are analyzed from the government,social and individual levels, and the corresponding countermeasures will be given.
