Fiscal Policy Research On Eliminate Poverty Of Shanxi Province

Human exploration for a long time to solve poverty.China's poverty population is larger,and there are many reasons lead to poverty.Shanxi Province has two consecutive troubled areas,GDP Ranked second to last,the people's living standards are generally not high,there are many poor people and large area of poverty,is China's poverty eradication to achieve the most important.China government focus on this object.Facing the problem of poverty,countries around the world are trying to explore an efficient and practical to solve the problem.Scholars from different countries carry out a detailed exploration of poverty and research in different levels,and scholars of China focus on qualitative analysis of poverty.But did not conduct an in-depth study on anti-poverty issues.In the past,the study of Shanxi poverty is analyzed on the cause of poverty and lack reseach on relevant plicy.In this paper,the innovation of this paper is based on the combination of qualitative analysis and quantitative analysis from the perspective of improving the income of poor people in Shanxi Province,multi-level exploration of Shanxi poverty factors,Build a targeted model to propose further fiscal policy measures to eradicate poverty.In this paper,first of all,Based on the theory of financial poverty alleviation,this paper makes a qualitative and quantitative analysis of the poverty caused by the impact of the overall poverty alleviation on the living standard of the residents in Shanxi province.Secondly,according to the relevant poverty factors,the data of Shanxi Province from 2006 to 2015 are used for quantitatively analyze the poverty factors based on the income of the residents.This paper makes a detailed statistical description and analysis on the current situation of the living standard of the residents in Shanxi Province from five aspects: the general public service,the natural environment,the educational science culture,the medical health and the social security.Finally,combined with the poverty factors in Shanxi Province,and the local social,environmental,economic and cultural aspects,Put forward targeted fiscal policy.It is intended to improve the fiscal poverty alleviation mechanism by selecting the appropriate poverty alleviation model,improve the structure of fiscal expenditure and strengthen the management of poverty alleviation in order to achieve precision poverty alleviation in Shanxi Province.
