The Impacts Of China's Joining The Agreement On Government Procurement(GPA) And The Countermeasures

People's Republic of China commitment to joining “the Agreement on Government Procurement” when joins the World Trade Organization.China officially opened the journey to join the Agreement on Government Procurement with submitted the first bid list in 2007.Until the end of 2015,China has submitted six bid lists.But China has not yet joined the Agreement on Government Procurement up till now.Whether China needs to join the Agreement on Government Procurement?How to improve Chinese government procurement system and the opening market?According to the principal of discovering problem,analyzing issues and solving current problems,the author aims to propose The Impacts of China's joining the Agreement on Government Procurement(GPA)and the Countermeasures.The paper is divided into the following three parts:The first part is chapter one introduction.Elaborate the background of topic,researchable problem,and researchable significance,Journals reviewed and research methods.The second part included chapter two,chapter three,chapter four and chapter five.In chapter two,the author will make a brief report of the developing situation of Chinese government procurement.Reveal the existing problems of Chinese government procurement,and provide the basic evidence for following countermeasures.In chapter three,the author will analyze the positive and negative influences of joining the Agreement on Government Procurement(GPA),to ensuring it propose valuable pertinence countermeasure of nest step research.In chapter four,according to analysis six bid lists,the author will analyze the accession of the process when China join the Agreement on Government Procurement and the existing problems in the process of accession to the Agreement on Government Procurement.In chapter five,based on the impact of GPA to China developing situation and problems encountered in the process when China joins GPA,the author will put forward corresponding countermeasures and reasonable suggestions.The last part is chapter six conclusions.Summarize the conclusion of this paper.The significance of this study is to analyze the impact of the governmentprocurement agreement on China by the analysis of the six bid lists.Our country should make full use of opportunity to join the government procurement agreement,the establishment of the modern government procurement system,realize the value maximization of government procurement,and enhance the enterprise competitiveness,and ultimately enhance the comprehensive competitive ability of our country in the international market.
