Research On The Innovation Capability Evaluation Of Shijiazhuang Hi-tech Industrial Development Zone

Under the new normal of economic development,innovation-driven has become an endogenous impetus of economic growth.Innovation capacity has become a decisive factor for country or region to gain competitive advantage and keep sustainable economic growth.National hi-tech industrial development zone is an important carrier of regional innovation system,and it is also can be as the important economic growth pole of the urban and regional and urban new space.Innovation capacity plays a decisive role in promoting development of regional economy.Therefore,it is significant to research the innovation capacity of hi-tech industrial development zone.This paper takes Shijiazhuang hi-tech industrial development zone as the research object,and based on the summary analysis the research of hi-tech industrial development zone innovation capacity both at home and abroad,and we consult the evaluation index system of national hi-tech industrial development zone by Torch Center of Ministry of Science & Technology,so in this paper we establish the evaluation index system of Shijiazhuang hi-tech industrial development zone innovation capacity from the perspective of innovation formation and sustainable development.The evaluation index system includes four aspects,namely the innovation supporting environment,innovation performance,innovation driven development and innovation incubating capacity.Then,using entropy method and catastrophe progression method to comprehensively evaluate Shijiazhuang hi-tech industrial development zone innovation capacity from 2009 to 2014,we get the changing trend of innovation capacity from evaluation result.In order to further analyze the gap between Shijiazhuang hi-tech industrial development zone and the other national hi-tech industrial development zones,in this paper we select 14 national hi-tech industrial development zones which rank the top of Shijiazhuang hi-tech industrial development zone in 2015 to make a comparative analysis.Next,we conclude the defects of innovation capacity development from horizontal and vertical aspects for Shijiazhuang hi-tech industrial development zone.Finally,on the basis of analysis results,we provide some suggestions for promoting innovation capacity in this paper.Otherwise,this paper can bring some reference values for other hi-tech industrial development zone.
