The Problems And Countermeasures Of The "five Guarantees" Support System In Rural Areas Of Lushan County, Ya'an City

As one of the most difficult social vulnerable groups, five guarantees Is traditionally main object that the local township government, village organizations and local public welfare organizations focus on helping. With the new rural construction and the development of urban and rural areas as a whole comprehensive, rural economic and social development has greatly improved than ever before and farmers' living standards has improved. Due to lack of production labor ability, rural five guarantees has no reliable source of income. While relying on the five guarantees funds can help solve the problem of existence, but they can't guarantee the quality of their lives, and are unable to enjoy the benefits brought by the economic and social development. From the point of view of social justice and social harmony and stability, to solve the current existing problems, such as the uninsured problem, the problem of low concentrated feed rate, low standard support problem, unsmooth support institutions operating mechanism and the problem of insufficient social forces to participate in. is urgent, in the work of five guarantees.This paper, by using literature study, field survey method and the methods of comparative analysis, took the five guarantees system in Yaan City as the research object, to deeply field survey the Qingren Township of Yaan City. The main content of the investigation were the history change of the rural five guarantees system of western region, the basic situation of the five guarantees system, and the main problems existing in the implementation process, On this basis, from two perspectives of system and the participation subject, the article further investigation of the current problems in five guarantees the implementation of Yaan City. Finally, according to the result of analysis, put forward four countermeasures, including "improve the financing mechanism, improve the feed standard", "detailed work standards, improving the quality of work", "build a three-dimensional evaluation index system, strengthen supervision and supporting work" and "coordinated interest game, gather together from all walks of life forces supporting", to promote the work of our country western region of rural five guarantees.According to the structural characteristics of research, the article roughly divided into three parts. The first part is introduction, mainly elaborated the research background and significance, theoretical research, the main research contents, research methods and the technical route of this paper. The second part was the main body of this article, namely chapter 2 to chapter 5 of this article, which expounded the key concepts and theoretical basis, analyzed the western rural supporting system by taking the Qingren Township of Yaan City as an example, analyzed the implementation existing problems, and put forward the countermeasures to resolve the problems. The third part was the conclusion part, which simply reviewed article content, at the same time pointed out the deficiency of the research, defined the direction of next step research.
