Research On Food Safety Supervision In Wuhua District Of Kunming City From The Perspective Of Multi-dimensional Co-governance

Since China's reform and opening up,along with the economic take-off,progress of science and technology,the level of food safety regulatory lag,the problem of food and clothing of people's focus from the initial to food safety problems.The particularity of the food industry,food safety problems of the complexity of all decided to simply rely on the government regulation alone cannot change the current situation of food safety regulation is weak now.Theory of multiple work maximum full play the social forces,under the government leading role,efforts to join the food safety supervision,to improve food safety regulation provides a better direction.Current wuhua district of kunming city on the food safety supervision still exist many problems,such as food enterprise credit system is not sound,lack of regulatory oversight,regulators and regional linkage.Causes of these problems is wuhua district of kunming city in the food safety regulation,although there are certain social work,but is still in the start groping stage,many problems,still need to strengthen the government regulation ability,transform government functions,building up a relatively perfect multiple governance system as soon as possible,to ensure the safety of people's diet.In this paper,through literature research,comparative research,questionnaire investigation,the comprehensive analysis on the food safety regulatory theory of multiple work,on food safety regulation theory of multiple work in the food safety regulatory flexibility,feasibility and necessity for parsing.Combining with the developed countries food safety regulation of multiple work experience,combined with the wuhua district of kunming city food safety supervising actuality,puts forward how to strengthen the government leading role,strictly implement the market main body responsibility,play a positive role in society,will be coupled by multivariate multiple subject in the work.Put forward under the multiple work perspective,perfect the wuhua district of kunming city food safety regulatory measures: on the government regulation level,requires the ability to grass-roots government to strengthen supervision,to establish a full cover regulatory regime,maintain the stability of the food safety supervision,centralized supervision system,perfect the coordination mechanism,timely revision of local food safety management measures;On the market main body level to build system of origin must out,market access,improve the food safety credit system at the grass-roots level,improve the food safety incident emergency response mechanism;On the social supervision level,request the forces of social intermediary body,perfect the public participation mechanism,intensify propaganda,improve the public's awareness of food safety.
