Research On Management Of "Three Capital" In Rural Areas Of Wuhua District Of Kunming

The collective capital,assets,and resources in rural areas are simply referred to as rural "three capital".Practice has proved that the improvement of the management level of the rural collective "three capital" is not only beneficial to the farmers 'own practical interests,but also will promote the sustainable development of the local economy.General Secretary Xi Jinping put forward in his report to the 19th National Congress that we should implement the strategy of rural revitalization.In this context,the issue of agriculture,rural areas and farmers is a top priority for the whole Party and a fundamental issue that affects the national economy and the people's livelihood.Normalizing the management of rural collective,"three capital" is an important work to solve the problem of "three peasants and peasants".However,for a long time,rural collective "three capital" management has always lagged behind the development of rural economy.In order to change this situation,it is necessary to adapt to local conditions,analyze the actual situation in each rural area,and improve the original rural collective "three capital" management mechanism.In recent years,with the deepening of the reform and opening up process,China's economic strength has been significantly enhanced,the process of urban and rural integration has continued to advance,and a large amount of resources have poured into rural areas.This has effectively promoted the economic development of rural areas while also raising the risk of collective "three capital" management in rural areas.In this context,how can we ensure the quality and quantity of capital projects in the new rural areas,so that rural land and other resources can be efficiently exploited and the land red line can be strictly adhered to,so as to ensure the fundamental interests of the peasant people.It has become the key point and difficult point in rural grassroots construction.In order to further improve the management level of rural "three capital,and strengthen rural grassroots construction,this paper mainly uses research methods such as literature research methods,case analysis and field investigation methods.Taking the principal-agency theory,centralized and decentralized theory,accounting rent-seeking and accounting control theory,and stakeholder theory as the theoretical basis,we aim to summarize the system and mechanism of rural "three capital" management at home and abroad.We also conducted research and analysis on the management of "three capital"in innovative rural areas in Wuhua District of Kunming City,and through further investigation and research,we found that many problems have been exposed in the management of "three capital" in rural areas in Wuhua District.For example,the assets and resources base are unclear,the "three capital" of rural collectives is difficult to regulate,the existing rural "three capital" supervision model is backward,and the system is not strictly implemented.At the same time,many complicated historical problems have also been left behind.The reason is that the management mechanism of rural collective "three capital" is not perfect,financial management is not in place,financial disclosure is not standardized,supervision effectiveness is insufficient,and system implementation is not in place.According to the problems existing in the area of"three capital" management,the author conducted an in-depth investigation into the status quo of the "three capital" management of the rural collective in Wuhua District,and based on the analysis of the status quo,through visits and materials collection.Based on the theory of management,this paper analyzes the causes of these phenomena,and then puts forward some suggestions for the future management of "three capital" so as to improve the management level of local "three capital" and promote the rapid development of regional economy.
