“Law on the Protection of Disabled Persons”,“Rules on the Employment of Disable Persons”,“Ordinances of Yunnan Province on the Protection of Disabled Persons”,“Regulations of Yunnan Province on the Employment of Disabled Persons”,“Ordinances of Kunming City on the Protection of Disabled Persons” and other laws and regulations enacted in 1990 have played a significant role in promoting the employment of disabled persons in Kunming city.In 2012,the 18 th Party Congress reported to realize the goal of all-around well-off society and “two doubling” by the year of 2020.“The 2013 Annual Monitoring Report of the Status of Disabled Persons and Process of Well-off in China” released by China Disabled Persons Federation on July 1,2014 showed that urban employment rate of disabled persons in 2013 was 37.3% and rural 47.3%;meanwhile urban unemployment rate of disabled persons was higher than that of urban residents during the same period.This shows that unemployment situation of disabled persons is not optimistic.It is necessary to strengthen the income protection of disabled persons;and it also needs governments at all levels to intensify employment security work of disabled persons to ensure that 85,020,000 disabled persons can synchronize with sound population to reach a well-off standard of living.This paper adopts documentary method,interview method,case study method and other methods,studies implementation of employment policy for disabled persons in Kunming city,summarizes and reviews the development and implementation of employment policy for disabled persons in Kunming city,parses the existing problems and causes in the process of policy implementation from four aspects,namely subjects & objects of policy implementation and systematic & environmental factors and from the perspective of systematic analysis of policy implementation,social exclusion theory and theory of social justice,uses good experience and practices of domestic and foreign employment policy for disabled persons for reference,and puts forward several countermeasures and proposals for improving the implementation efficacy of employment policy for disabled persons in Kunming city: one,improving the consciousness of executive body and its performers who charge the implementation of employment policy for disabled persons;two,improving and perfecting a scientific and normative system of employment policy for disabled persons;three,improving quality of the disabled by taking multiple measures;four,optimizing implementation environment of employment policy for disabled persons.
