Research On Financing Difficulties And Supporting Policies Of Small And Micro Enterprises In Yunnan Province

Small and micro enterprises have a special important position in Chinese economic society and they also play an extremely important role in the development of economy,promotion of innovation,expansion of exports,increase of employment,and activation of markets,etc.Since September 2009,under the unified leadership of the State Council,the Ministry of Finance,the State Administration of Taxation,the Trade and Industry Bureau and the Banking Regulatory Commission have issued a number of regulations and policies to support and promote the financing and development of small and micro enterprises.Small and micro enterprises in Yunnan have also played an irreplaceable role in the economic and social development,but they still belong to the vulnerable group and there still exist some financing difficulties.Yunnan's Provincial Party Committee and Provincial Government have attached a great importance to the survival and development of small and micro enterprises;they have paid attention to help small and micro enterprises to solve the difficulties and problems arising from their operation and management.At the same time,a serious of relevant policies for small and micro enterprises have been formulated and introduced.The relevant functional departments of the provincial government also issued a number of detailed rules for implementation to support and encourage the financing and healthy development of small and micro enterprises in Yunnan Province.Especially under the influence of the strategy of “the Belt and Road” on the positioning of Yunnan Province and the location advantages of Southeast Asian economic circle,small and micro enterprises can both enjoy some opportunities and encounter some challenges.But in recent years,small and micro enterprises have been affected by their inherently flawed factors,government policies,and especially domestic and foreign economic situations,so they have been confronting some unprecedented financing difficulties,and their operation is also difficult.In the other word,their survival is facing a severe test.The contradiction between supply and demand of small and micro enterprise financing needs solving urgently;their financial service pertinence and satisfaction also needs improving;the efficient service model and mechanism for small and micro enterprises need exploring by the government.Therefore,facing the threat of each party and combining the characteristics of mall and micro enterprise,elaborating their present situation and development status,analyzing the main factors restricting the financing,researching and proposing the countermeasures to solve the financing difficulties of small micro enterprises have a positive theoretical and practical significance.Beginning with the government's public service,this paper uses the new public management theory and governance theory,the small and medium-sized enterprise financing theory to find out the problems.After analyzing and summarizing the existing research results,the author summarizes the current situation of small and micro enterprises' financing in Yunnan Province and finds out the reasons leading to the financing difficulties in the light of the actual situation of the province.In order to alleviate the financing difficulties of small and micro enterprises,this paper puts forward the supporting policies to improve the financing development of small and micro enterprises from the aspects of the small micro enterprise itself,the financial institution system and the government.
