Small and micro enterprises are the micro basic of the developing of social and economic. It has a big effect on increasing employment and promoting economic growth, technological innovation and social harmony and stability, and so has an irreplaceable role in the national economy, which has an important strategic significance for the national economic and social development. To promote the small and micro enterprises is good to promote the "Four Modernizations and Two Style Social", which is significant to accelerate the transformation of the mode of economic development. However, it is affected by the complex and volatile economic situation at home and abroad. Now small and micro enterprises face the problems of operating pressure, rising costs, financing difficulty and excessive tax etc. Especially in2008, a economic and financial crisis occurred, and it has a bad effect on China’s business development, especially on the financing in small and micro enterprises. Since the asset is weak, the management is backward, and the shortage of talent and other factors, small and micro enterprises are in a weak position, compared to the larger medium-sized enterprises. Besides these features, the small and micro enterprises face the backward elimination eastern industrial transfer. It hindered the development of the small and micro enterprises, which has a bad effect on the financing.This article puts Chenxi County, in Hunan poverty counties as a case. It analyzes the underdeveloped areas of small and micro enterprises financing difficulties. I went to Chenxi County’s relevant local government departments and small and micro enterprises field research, summarized the local small and micro enterprises financing status. The local small and micro enterprises generally reflect that financing is very difficult. I analyzed the less developed regions the status of small micro-enterprise finance internal and external causes. Internal factors are enterprise’s insufficient assets, poor management, and lack of transparent financial system and collateral. And external factors exist in the imperfect legal system, stringent loan approval procedures and lack of government support, etc. I put forward the corresponding countermeasures feasible for these situations.
